Since the important strategic means of "peak carbon dioxide emissions" and "carbon neutrality" in 2019,whether the low-carbon pilot policy model can improve the green efficiency of regional logistics,realize the coordinated promotion of regional economic benefits and ecological benefits,and promote the upgrading of logistics industry is a scientific problem that needs to be solved urgently.In 2010,2012 and 2017,China’s Development and Reform Commission carried out three rounds of low-carbon pilot policies in eight provinces(municipalities)and 88 prefecture-level cities(counties).This paper will focus on the impact of China’s low-carbon city pilot policy on the green efficiency of logistics in coastal cities,measure the green efficiency of logistics in coastal areas of China by using SBM-DEA model and DEA-Malmquist index of unexpected output,and then use double difference method and spatial econometric model to deeply analyze the influence mechanism of the policy.Specifically includes the following aspects:(1)This project intends to select several coastal cities with similar characteristics as the research object,and use the super-SBM(SBM)model of unexpected output and DEAMalmquist index to measure the green efficiency of logistics industry in 52 major coastal areas of China(2006-2019).(2)Based on the differences of policy effects in different batches of low-carbon pilot cities,this paper takes the multi-period double difference model as an empirical model to evaluate and test the policy effects,and uses Stata software to make parallel trend test and robustness test to verify the rationality of the conclusions.(3)By establishing spatial econometric method based on time series,the regional radiation capacity and positive and negative spillover effects of low-carbon pilot policies are evaluated,which lays a foundation for the promotion and popularization of low-carbon development strategy in China in the future.According to the empirical results,this paper draws the following conclusions:(1)The overall green efficiency of logistics industry in China’s coastal cities is not high,and different batches show certain differences in policy effects.The low-carbon pilot policy has an impact on the efficiency of logistics industry from three aspects: green technology effect,energy structure transformation and green technology efficiency.(2)Before being affected by the policy,the logistics green efficiency of the experimental group and the control group showed a similar development trend,but after being affected,the logistics green efficiency of the experimental group was significantly improved.(3)Low-carbon pilot policy has a positive effect of regional policy spillover,which promotes the green efficiency of logistics industry in surrounding areas.Based on the above conclusions,this paper puts forward policy suggestions for the government and logistics enterprises from the perspectives of policy promotion,economic development,technology drive,industrial agglomeration and regional coordination.
