| As an important service industry running through the three major industries of our country,the logistics industry has achieved positive results in its development in recent years.However,the logistics field has long been high investment,low efficiency and other prominent problems make the sustainable development of the industry has been constrained.City is the most concentrated carrier of logistics activities,the urban logistics industry shows some problems such as non-equilibrium and non-coordination,the difference of logistics development level between different cities affects the development of the whole market economy,and the coordinated development of urban logistics industry has become a key step in the economic development of our country.Therefore,this paper combines the three-stage SE-DEA and DEA-Windows methods to measure and analyze the logistics efficiency of cities of different levels.Based on this,it further uses the configuration thought to explore the possible high-efficiency paths of cities of different levels,in order to provide reference for the government’s decision-making in the development of regional logistics industry.According to the ranking of the city’s Commercial Charm Index publishedby First Finance Magazine in 2019,this paper selects 31 cities,such as first-line,new first-line and second-line provincial capitals,as the research samples.Firstly,the evaluation index system of city logistics industry efficiency is constructed from three input dimensions of human,material and finance,and two output dimensions of quality and scale.Secondly,the three-stage super efficiency DEA and DEA-Window analysis were used to measure the logistics efficiency of cities of different levels from 2010 to 2019,and through the regression of SFA,the external environmental factors such as industry,policy,economy and Internet development were stripped away to analyze the difference and effectiveness of the efficiency of urban logistics industry before and after the stripping off external environmental influences.Finally,taking the logistics efficiency measured in 2019 as the result variable,starting from the four dimensions of industry,market,policy and management level to select the internal and external environmental factors,fs QCA method is adopted to find three effective paths to improve the urban logistics efficiency from the perspective of combination of conditions.The conclusions are as follows:(1)There are great differences in the development of logistics industry in 31 cities,and the phenomenon of unbalanced development and multi-level differentiation is obvious.(2)Regional economy,the proportion of industrial structure,and the proportion of logistics industry in fixed assets input all have a positive promoting effect on logistics efficiency.(3)After adjustment,the average logistics efficiency of first-tier cities in Beijing,Shanghai and Guangzhou is on the rise.Only the decline of scale efficiency leads to the decline of comprehensive efficiency in Shenzhen.After adjustment,the logistics efficiency of 2/3 of the new first-tier cities is still at the middle and upstream level.The efficiency of Chengdu,Hangzhou,Xi ’an and other 7 cities is increased,but the efficiency value is not high.After adjustment,the comprehensive efficiency of nine second-tier provincial capitals except Kunming,Hefei and Shijiazhuang all declined,and only three cities including Shijiazhuang,Taiyuan and Jinan ranked among the upper reaches.(4)As a key factor,logistics industry agglomeration appears in the 3 path combinations formed by 5 condition variables inside and outside the industry.The specific paths include: The opening path of agglomeration is to expand the opening-up on the basis of industrial agglomeration in order to promote the rapid development of logistics industry;The industrial management path takes the policy environment as the marginal condition,and realizes the improvement of logistics efficiency by adjusting the industrial structure,improving the degree of industrial agglomeration and enhancing the management level of enterprises;The industrial environment path focuses on the whole industry,and achieves the efficiency promotion by changing the industrial structure and the agglomeration degree. |
