With the rapid development of information technology,the scale of the information industry has maintained stable growth on the whole,but the continuous reduction of service fees and the weakening of local protection policies have made the income of regional information technology service companies in traditional voice and broadband continue to decline in recent years.At the same time,new technologies such as the Internet of Things and artificial intelligence are becoming more and more widely used in industrial environments such as oil and gas production,and the relevant markets are gradually growing,and the requirements for new technologies are also higher.Therefore,it is necessary to formulate new strategies for information service companies in resource-based cities to help them keep up with policy and social changes and complete their own transformation and development.This paper starts from the introduction of the basic situation of Company H and the main problems existing in the current strategy,combined with interviews and questionnaire surveys,with the help of PEST and Porter five forces model,analyzes the internal and external environment in which Company H is located,summarizes the company’s advantages,weaknesses,opportunities and threats,and concludes that the company has a good ability to grasp external opportunities to cope with challenges,and has a weak ability to give full play to internal advantages to make up for its own disadvantages.Then,the SWOT model was used to provide the company with four strategic options,and according to the scores in the evaluation matrix of internal and external factors,it was determined that the company was suitable for the twisting strategy,and the main tasks of the three stages of strategy maintenance,expansion and deepening were formulated.In order to ensure the effective implementation of the strategy,it is determined that Company H should take effective measures such as restructuring the strategic organization,strengthening human resources,building an independent innovation system,improving project management capabilities,and improving team execution.
