| Ecological revitalization is the basis for industrial revitalization,cultural revitalization,talent revitalization,and organizational revitalization.It is the key to the full realization of the rural revitalization strategy.It is the foundation for achieving the unity of ecological and economic benefits and long-term development.It is an important link in the theory of “lucid waters and lush mountains are invaluable assets”(“Two Mountains” theory).As the first “lucid waters and lush mountains are invaluable assets” practice innovation base(“Two Mountains” base)in Qinghai Province with the reputation of “China Water Tower”,Guide County is the practice platform to practice the “two mountains”concept and the pioneer to explore the transformation path from “lucid waters and lush mountains” to “golden mountains and silver mountains” in Qinghai Province.However,at present,the ecological system of Guide county is relatively fragile,environmental pollution is more serious,and the convergence of industrial structure with the surrounding areas,coupled with its own weak economic base,have made the economic development of Guide county hindered.Therefore,it is necessary to quantitatively evaluate the transformation effect of“Two Mountains” in Guide County,so as to find out the problems existing in the transformation process of “Two Mountains” in Guide County and analyze the causes,and finally implement the implementation of the specific path of the transformation of “Two Mountains” in Guide County.This has certain practical significance for the realization of the strategic goal of the transformation of ecological advantages to economic advantages in Guide County,and has important theoretical significance for further harmonious coexistence between man and nature and comprehensive promotion of rural revitalization strategy.Based on the definition of ecological industry,ecological products and other concepts,and the comprehensive application of sustainable development theory,“Two Mountains” theory,comparative advantage theory,ecological economy theory and other related theories,this paper adopts the equivalent factor method as the accounting method of Guide County’s gross ecosystem product(GEP),and uses the green gold index(GGI)and the primary conversion rate of ecological products as the quantitative relationship and conversion level of Guide County’s “lucid waters and lush mountains” and “golden mountains and silver mountains”.At the same time,combined with the ecological environment,economic and social development status and ecological industry development status of Guide County,this paper comprehensively analyzes the problems faced by the transformation of Guide County’s “Two Mountains” and proposes corresponding path optimization strategies.The results show that the gross ecosystem product(GEP)of Guide County reached CNY 43.0858 billion in 2021.Compared with Anji County and Ninghai County,which are at the forefront of the development level of “ Two Mountains ”,Guide County has higher per capita GEP and green gold index,lower per capita GDP and primary conversion rate of ecological products.The value of “lucid waters and lush mountains” is significantly higher than that of“golden mountains and silver mountains”,and the degree of transformation from ecological advantages to economic advantages is not high.The severe ecological environment,the low degree of transformation of “Two Mountains”,the convergence of industries with the surrounding areas and the lack of competitiveness of ecological products are the problems that hinder the transformation of “Two Mountains” in Guide County.The reasons are related to the imperfect ecological environment governance system,the single way to realize the value of ecological products,the low level of ecological industrialization and industrial ecology,and the weak development of ecological industry.Based on the above analysis,this paper puts forward the path optimization strategy of perfecting the ecological environment management system,exploring the diversified ways of realizing the value of ecological products,and strengthening the supply of talents and technology.At the same time,it improves the system foundation from two aspects of strengthening the top-level design and perfecting the guarantee mechanism of realizing the value of ecological products. |
