Research On The Development Strategy Of Innovation-oriented Industrial Park From The Perspective Of Comprehensive Development

With the rapid advancement of urbanization in our country,the shortage of urban land resources,and the obvious limitation of development space,how to efficiently,intensively and economically use the land resources has become the most concerned economic development issue of the local government at present and even in the future for a long period of time,especially the first-tier cities such as Beijing,Shanghai,Shenzhen,which have entered the middle and late industrialization and post-industrialization transformation and development period.Under the background of urban reduction development,it is urgent to realize the efficient and economical utilization of the existing industrial land and new innovative industrial land in the city.In the traditional industrial park development mode,the government dominates the first-level land development,and real estate developers or self-use enterprises acquire the land after purchasing and storing the land for supply.There are many development problems,such as emphasizing planning,undervaluing development,emphasizing hardware environment building,and undervaluing the introduction and control of target industries,which result in market chaos of excessive real estate of industrial land in many cities.It deviates from the original intention of the government to support the development of high-tech industry with low land cost.The comprehensive development mode of industrial park area aims at new-type urbanization,integration of industry and city,and sustainable development of regional economy.Based on land development and utilization and industrial introduction,the government and social capital cooperate to carry out overall planning,design,investment,financing,construction,operation and maintenance in the planned closed area.The comprehensive development of economy,society,culture,environment,public infrastructure and public services of industrial parks can be realized.It is a long-term management comprehensive development mode that spans the whole life cycle of first-level land development,second-level park development,real estate development,third-level industry introduction and industrial and city operation.It is highly suitable for the development needs of innovative industrial parks.This paper takes the North Area of Chaoyang Garden in Zhongguancun as a practice case.Under the guidance of relevant theories,by referring to the successful experience of comprehensive development of industrial parks and commercial districts in science and technology at home and abroad,analyzes the development process,development mode and profit mode of innovative industrial parks in China,and analyzes the key points of implementing the comprehensive development mode of innovative industrial parks in the first-level land development stage and second-level land development stage.Finally,from four dimensions of implementation subject and implementation mode,industrial layout and industrial drainage,investment and financing mode,and land use mode,the key points of comprehensive development of Zhongguancun Chaoyang Park North District are put forward,which can provide guidance and reference for all participating institutions of Zhongguancun Chaoyang Park North District,especially for Chaoyang District government and state-owned professional platform companies.
