First-class development is an innovation of urban land development. Land development can solve the contradiction between the arable land protection and urban construction, and promote the economical use of land, improve the utilization of land per unit area, to enhance the city’s competitiveness in terms of hardware, accelerate the development of urban and rural have a very positive meaning.Generally Chinese urban land development is still at an early and exploratory stage, it needs to be studied further theoretically and practically. At this stage, China’s land development is mainly the following three modes:government-led operation mode, enterprise-led operation mode and Government and enterprise collaboration run mode. This article describes the mode of operation of the municipal government of Beijing, Shanghai and Chongqing, and analyzes the characteristics of combination of the three modes of operation.In empirical research, the author the SS Group of Chengdu, field trips, and see the foundation documents of the land development.2012Local Tax Inspection Bureau of Sichuan Province Chengdu land development business combination to fully understand the company’s business involving business tax inspectors of the enterprise of the company funds to pay to Chengdu Chenghua District Office of the renovation of dilapidated buildings identified as the agency industry, and trustee of the construction contract with third parties for the completion of public facilities within the plots identified as the construction industry. In addition, I also made the business my own views.This paper bases on theories of urban economics, land economics, and adopts comparative analysis, pattern analysis, empirical research methods, research theory of urban land development and practical issues, compares with current practice of several major land development patterns and evaluates, analyzes problems in the current land development, puts forward proposals of land development.
