| Food security has always been one of the country’s most important strategies,and my country’s economic development is inseparable from the support of agriculture.With the advancement of urbanization and industrialization in my country,various regions have over-pursed the development of industry and commerce,ignoring the important role of agriculture in the social economy.Especially for the main grain producing areas,there are still problems of low efficiency and extensive production in agricultural production.At this stage,based on the perspective of food security,it is particularly important to measure agricultural production efficiency,deeply analyze the mechanism of influencing factors on agricultural production efficiency,and put forward reasonable suggestions based on the results.In recent years,the Central No.1 document has repeatedly emphasized food security,and the grain output of Henan Province has remained the top two in the country for ten consecutive years.Therefore,this study takes Henan Province as the research area,and analyzes the existing research from three aspects of domestic and foreign agricultural productivity,the influencing factors of agricultural productivity and total factor productivity,summarizes the deficiencies in the current research,and based on agricultural location theory,resources Allocation theory,supply and demand theory and the theory of diminishing returns to land explore the impact mechanism of agricultural productivity from three aspects: population and economic factors,policy and technical factors,and environmental factors.In this study,the DEA—BCC model was used to statically analyze the agricultural productivity of various cities.Also,the DEA—Malmquist model was used to dynamic analyze the agricultural productivity of various cities in Henan Province,and the fixed-effect model and the panel Tobit model were used to analyze the influencing factors of agricultural productivity.The research conclusions are as follows:(1)The imbalance of agricultural comprehensive technical efficiency in various cities of Henan Province is the result of the joint action of pure technical efficiency and scale efficiency.During the study period,seven prefectures and cities in Henan Province achieved DEA effectiveness,accounting for 38.90% of the decision-making units(DMU).Eleven DMU failed to achieve DEA effectiveness,accounting for 61.10% of the DMU.Zhengzhou has the lowest comprehensive technical efficiency,and pure technical efficiency is the main factor restricting the agricultural productivity of Zhengzhou;For Jiyuan City,scale efficiency is the key factor restricting the comprehensive technical efficiency.Based on the analysis of spatial layout,the low comprehensive technical efficiency is caused by the low pure technology.At the beginning of the study,the regions with inefficient scale efficiency were located in the western region of Henan Province.With the development of economy,the regions with inefficient scale efficiency gradually shifted to the central region,and the scale efficiency of the western region gradually reached effectiveness,while the scale efficiency of agricultural production in the Eastern region was still effective.(2)There are different degrees of input redundancy in the cities where the decision-making units are invalid.Based on the projection analysis of various cities in Henan Province in this paper,at the beginning of the study,there was redundancy in Zhengzhou,Pingdingshan,Anyang and Xuchang.Zhengzhou was mainly manifested in the sown area of crops,the total power of agricultural machinery,the irrigation area,the use of agricultural diesel oil,and the financial support for agriculture.Pingdingshan was mainly in the employment of the primary industry,the sown area of crops There is redundancy in the input index of agricultural chemical fertilizer.At the end of the study period,the redundancy of the total power of agricultural machinery and the financial input to agriculture in Zhengzhou was still large.Pingdingshan city also has a large amount of redundancy in the two indicators of fertilizer use and crop planting area.(3)The improvement of technological progress and efficiency is an important factor for the improvement of agricultural production efficiency in Henan Province.From 2010 to 2020,Henan’s agricultural total factor productivity increased by an average of 3.1%,of which the improvement of technological progress efficiency reached 3.0%,which was the main source of its growth,while the improvement of technological efficiency only contributed 0.1%.(4)Through the analysis of the influencing factors of agricultural production efficiency in Henan Province,the production capacity of agricultural labor,financial pressure,irrigation density and other factors have a significant positive effect on agricultural production efficiency in Henan Province;Urbanization rate,per capita GDP,agricultural machinery extension and chemical fertilizer application intensity are significantly negatively correlated with agricultural production efficiency in Henan Province;Farmers’ per capita disposable income,economic development goals,substandard highway mileage and precipitation have no significant impact on agricultural production efficiency in Henan Province.Based on the above conclusions,this paper puts forward the following targeted policy recommendations: first,improve agricultural production technology and reasonably plan agricultural production scale.Second,improve the accuracy of financial support for agriculture and improve the supporting policies of agricultural funds.Thirdly,optimize the allocation of agricultural resources and improve labor productivity.Finally,strengthen the legislative work of agricultural production and improve the supervision of food security.Through a number of policy recommendations to improve the efficiency of agricultural production in Henan Province and ensure national food security. |
