The Research On The Relationship Between Food Production Factors And Food Security Of Henan Province

Food security and lasting development problems are the vital part in a country's development and safety strategies, and are the focus to all the governments around the world. Henan food production not only meets the needs of the life, income increase and development for the population in Henan but also contributes to the whole country's development, which makes it in a very special position in the whole country's food production. Under the WTO's frame, faced with provincial, national and international circumstances, food problems in Henan are particularly serious. It's social focus and hard point on how Henan food production overcomes the pressure from population-resource-environment and ensures good harvest for food producers and ensures Henan, as a main food production province, into a well-to-do and harmonious society.Based on the research achievements on agricultural development from abroad and at home, this paper studies the history and current situations of Henan food production, analyzes such factors influencing food production as food production policies, science and technology, and increasing investment, farmers'increase income and agricultural resources, and finally puts forward some strategy choices and policies on Henan food production safe and lasting development.This study adopted such research approaches as classification and induction, contrast analyses and case studies with calculation and investigation, macroscopic analysis and microscopic research, the results are as followings:1. Clarify the importance of food safe and lasting development to a country. Ensuring food security is the basis for economic development, social steadiness and a country's independence and the guarantee of a country's plans and its people's life and political steadiness, meanwhile, food production is necessary premise and reliable insurance for the whole country's well-to-do life and harmonious society. Therefore, as a large agricultural and developing country with 13 hundred million population, food development has to be thought much of.2. Analyze the present situations and problems about China food development. Out Party and governments are always thinking much of agriculture production and realize the balance of supply and demand, even surplus in harvest years. It's no doubt that China food production is successful in the total increase and this face that 1/15 of the world's farming land has to support 1/5 of the global population. At present, China food is in a tough balance state: food average is low, the increase is slow in both the total production and the single production.3. Food development policies and inspirations from food advantage countries: American price-support policies, non-farming and market structure policies; Japanese food buying-selling in an inverted order policy,"double-track"current system, food import strategy; EU's improvement of competitiveness in internal and external markets, agricultural production structure by directly protecting farmers'income and reducing environmental damage; Indian food buying-selling price and storage policy; Tailand's lower export tax and farming products'purchase price guarantee policies.4. The current situations and problems in Henan food development. Henan is the most important food-production area in China and its total food production in the first one. Henan food production basically experienced eight stages:restore-reduce-increase-lasting increase-loiter-fast development-continuously reduction-regain increase since 1949. Nowadays, the main problems are increasing population while reducing farming land, shortage of average farming land, frequent natural disasters, disabilities against disasters and worse ecological environments. In addition, water resource is scarce, planting efficiency is low and farmers'income increase is slow, technology service is not perfect in the countryside, technicians are unsteady and technology achievements are not transformed efficiently 5. Strategic choices on food security and lasting development. Strengthen policy support and increase the investment for main food areas'basic facilities constructions; Take powerful measures to protect agricultural production resources; Establish complete alarm systems against farming disasters; Improve food-store systems and buying-selling systems; Encourage land circulation and help farmers form category associations and stock-system agricultural enterprises to carry out model management; Carry out science and technology creativities.6. The main polices on how to protect food security and lasting development. Keep big food-production province's statue; Transform resource advantages into economy development advantages; Accelerate planting structure changes from dualism to pluralism to lighten the pressure of forage and food's supply and demand; Protect and stabilize farming land to improve food whole production abilities; Strengthen water conservancy projects and enlarge farming land models; Increase investment and equipment to promote food production; Further improve preferential policies for supporting food production; Adjust food category construction to develop food industrial management. Depend on science and technology creativities to convert food-increasing methods; Protect important science and technology creativities for food security.
