Regional equity market is an important part of Chinese capital market.It belongs to the third layer of the capital market structure and is below the National Equities Exchange And Quotations,commonly known as the Fourth Board market.According to the latest data of China Securities Regulatory Commission,there are 35 regional equity exchange markets that have been put on record.Gansu Equity Exchange Center Co.,LTD(hereinafter referred to as " Gansu Equity Exchange Center ")is the only legal regional equity market operation institution in Gansu Province.Since its established in 2013,its business has developed rapidly and its influence has continued increase.However,like most start-ups,the information system construction of Gansu Equity Exchange Center is still in the state of "take stopgap measures".Lack of overall planning of informatization,not only system functions is redundant,but also modules are independent,data is difficult to exchange and share,when in face of new demand and business adjustment,system iteration is difficult,the support and leading role of informatization on business is difficult to display.Therefore,the informatization planning of Gansu Equity Exchange Center is imperative.Based on the actual situation of Gansu Equity Exchange Center,this paper adopts Deloitte’s strategic planning project methodology to complete the information planning of Gansu Equity Exchange Center in three steps: status assessment &demand analysis,vision planning and implementation plan.In the stage of assessment& demand analysis,the overall operation status of Gansu Equity Exchange Center is introduced first,and the internal and external environment is analyzed.Secondly,it expounds the current situation of informatization of Gansu Equity Exchange Center;Finally,combined with the opinions,suggestions and expectations of the middle and senior management and employees of Gansu Equity Exchange Center on informatization work,the diagnosis and demand analysis of informatization problems are carried out.In the vision planning stage,firstly,the corporate strategy of Gansu Equity Exchange Center is accurately explained,and under the premise of clear corporate strategy,the strategic consistency model(SAM)is used to derive and verify the informatization strategy of Gansu Equity Exchange Center.Secondly,guided by the information strategy,the TOGAF enterprise architecture framework content and componentized business model are used to design the business architecture,application architecture,data architecture and technical architecture that suitable for Gansu Equity Exchange Center.In the implementation plan stage,the key steps and safeguard measures that can be implemented and implemented in this information planning plan are proposed.By using the mainstream informatization planning theory of "information strategy + enterprise architecture",this paper plans a blueprint for the informatization construction of Gansu Equity Exchange Center,in order to solve many problems faced by Gansu Equity Exchange Center in the informatization process.Its significance is not only to provide an overall guiding plan for the informatization process of Gansu Equity Exchange Center,but also to explore the construction and development of regional equity market informatization,and then provide a realistic reference for informatization to play a leading role.
