Research On The Development Path Of New Rural Collective Economy In The Characteristic Agricultural County

Developing the new rural collective economy is an inevitable requirement for consolidating and perfecting the basic rural management system,an effective way to promote the common prosperity of farmers and rural areas,a material guarantee for improving the grassroots governance ability in rural areas,one of the core tasks for promoting the comprehensive revitalization of rural areas and building an agricultural power.The new rural collective economy is a rural public ownership economic form which is based on modern property rights system,adheres to collective ownership and implements stock cooperation,adapts to the socialist market economy,and has both economic development and rural governance efficiency.The characteristic agriculture county is a county with characteristic agriculture as the leading industry of the county.Its characteristic agriculture is supported by science and technology as the core,the production is regional,the product is unique,and the characteristic industry has a larger scale and higher benefit.This paper innovatively introduces the characteristic agricultural county into the research on the development of new rural collective economy,focusing on the external resources such as excellent agricultural industrial resources and agricultural socialized service scale demand brought by the development of characteristic industry in the characteristic agricultural county for the development of new rural collective economy,so as to broaden the development path of new rural collective economy.Mingshan District of Ya’an is a typical characteristic agricultural county.Taking Mingshan District of Ya’an as an example,it is representative to study the development path of new rural collective economy of the characteristic agricultural county.In recent years,the development mechanism of new rural collective economy in Mingshan District of Ya’an has been continuously improved,the rural collective "three capital" has been steadily activated,the collective economic income has been increased significantly,and the typical demonstration village relying on the development of tea industry has been formed.It has the development characteristics of using the collective tea plantation to contract resources,relying on the comparative advantages of tea industry to develop production and provide services,closely focusing on the development of tea industry to carry out external investment and investment prudently,etc.However,there are still some problems,such as the lack of coordination between the development of characteristic industry and the development of new rural collective economy,the lack of impetus for the development of some managers,the shortage of production and operation management personnel,the insufficient use of institutional advantages,and the relatively limited use of external comparative advantages.Through the case analysis of Mingshan District,Ya’an City,combined with the typical characteristics of characteristic agricultural county and characteristic industry development on the development of new rural collective economy,the development of new rural collective economy in the characteristic agricultural county should take the basic path of expanding the development space of new rural collective economy around the characteristic agricultural industry,and pay attention to activating the institutional advantages to realize the endogenous development of new rural collective economy,promote the group development and gather the development force of new rural collective economy.According to the development needs of new rural collective economy in the characteristic agricultural county,the operation structure of "rural collective economic organization+" should be constructed,and the supporting and guiding role of policies should be strengthened for the integrated development of characteristic industry and new rural collective economy.
