Research On The Development Countermeasures Of County-level Characteristic Agricultural Industrial Clusters In Hebei Province

In 2020,China achieved a comprehensive victory in poverty alleviation,historically eliminating absolute poverty and regional overall poverty,and creating a great miracle in the history of human poverty reduction.After the completion of the poverty alleviation task,the focus of the "three rural" work shifted from poverty alleviation to comprehensive promotion of rural revitalization.The material foundation of rural revitalization is industrial revitalization,which is the foundation of rural revitalization.The powerful lever for industrial revitalization is the development of county-level characteristic agricultural industrial clusters.As an advanced form of agricultural organization,county-level characteristic agricultural industry clusters are led by county-level characteristic agricultural industries.Through the aggregation of agricultural resource elements and the construction of the entire agricultural industry chain,they achieve large-scale development of agriculture,optimize the agricultural industry structure,effectively promote the deep integration of county-level primary,secondary,and tertiary industries,and form a competitive modern agricultural industry system.The county-level characteristic agricultural industrial cluster has become a new growth pole for the high-quality and efficient development of China’s county-level economy.Therefore,promoting the development of county-level characteristic agricultural industry clusters,accelerating the construction of a new pattern of agricultural industry with distinct characteristics,large-scale development,high-end driving,and cluster development,and promoting the transformation of traditional agriculture to modern agriculture in China can provide solid support for the revitalization of rural industries and accelerate the realization of the strategic goal of rural revitalization.As a major agricultural province in China,Hebei Province has adhered to promoting the development of county-level characteristic agricultural industrial clusters towards scale,intensification,and standardization,forming a group of county-level advantageous characteristic agricultural industrial clusters.Among them,Pingquan Edible Fungus Industry Cluster,Lincheng Walnut Industry Cluster,Guantao Poultry and Egg Industry Cluster,and Dingzhou Seedling and Flower Industry Cluster are well-known characteristic agricultural industry clusters,and the development of these clusters has achieved certain results.However,overall,the county-level characteristic agricultural industrial clusters in Hebei Province are still in the initial stage of development,with generally small clusters and short agricultural product industry chains;Insufficient cultivation of agricultural product brands and lack of well-known domestic and foreign brands;Poor circulation of agricultural products and narrow sales channels;Weak support for cluster technology and lack of innovative development momentum;Insufficient government regulation and imperfect service environment.Based on Marx’s theory of division of labor and cooperation and social reproduction,guided by the sinicized Marxist thought of industrial clusters,and on the basis of studying and drawing on the development experience of agricultural industrial clusters at home and abroad,this paper puts forward development countermeasures,including improving the level of cluster scale and extending the industrial chain of agricultural products;Intensify the cultivation of agricultural product brands and create well-known brands both domestically and internationally;Optimize the circulation system of agricultural products and expand online and offline sales channels;Improve the level of scientific and technological innovation and promote the Digital transformation of clusters;Strengthen the top-level design of the government and improve the level of government services.It is expected that this study will provide useful references for the transformation of Hebei Province from a major agricultural province to a strong agricultural province,from traditional agriculture to modern agriculture,and to assist in the revitalization of rural industries.
