| Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has attached great importance to the rural collective economy,emphasizing adherence to collective ownership of rural land,continuously deepening rural reforms,increasing rural investment to make up for shortcomings,and encouraging moderate scale operations and various forms of shareholding cooperation.Develop and expand the rural collective economy.Based on the background of comprehensively promoting rural revitalization,this paper selects Gongan County,a typical agricultural county in the central plain,Hubei Province,as a case study to explore how the county activates rural land,labor,capital and other production factors,adopts the form of village community integration,establishes land stock cooperatives,labor cooperatives and capital cooperatives,and forms an integrated "three cooperatives" to develop rural collective economy mechanism,It has effectively promoted the growth of the village collective economy,the increase of farmers’ income and the appropriate scale concentration of land.Summarizing the cases of rural collective economic developmentin Gongan County,there are mainly three modes: the independent operation of "cooperatives + farmers","cooperative operation of" cooperatives + cooperatives "and the entrusted operation of"cooperatives + market subjects ".Combined with the analysis of internal and external influencing factors,the qualitative analysis believes that the driving role of government support investment is the leading force,mainly in three aspects: insufficient basic conditions of the village collective itself,excessive dependence on government support investment and irrational choice of market subjects.Finally,three policy suggestions are put forward: first,improve the level of organization,cultivate and introduce talents;Second,integrate policy resources and mobilize social forces;Third,improve the level of cooperation and select the leading industries. |
