In the past,inland ports were used as a means for seaports to expand inland cargo sources,usually using road transportation to direct inland collection and distribution methods to seaports,but research and practice show a trend,that is,road transportation is gradually replaced by more convenient,environmentally friendly,safe and efficient railway container transportation.In recent years,the "Land Silk Road" international logistics channel has developed rapidly,the construction of the Eurasian Land Bridge and China-Europe Express has accelerated,and an upsurge of building land hubs and nodes has emerged.Shenyang is located in the international center of Northeast Asia,is the direct undertaking of Northeast Asia regional cooperation and opening up window,China-Mongolia-Russia economic corridor docking important area,in the new context of deep integration into the joint construction of the "Belt and Road" and accelerating the construction of a new development pattern of "dual circulation",Shenyang metropolitan area relies on the construction of a world-class industrial base,focusing on building an international central city in Northeast Asia and a new highland for opening up to Northeast Asia.However,the metropolitan area lacks its own "outlet to the sea",and international logistics channels have become a new bottleneck restricting Shenyang’s construction into an international central city in Northeast Asia.At present,Shenyang is actively building Shenyang International Dry Port,its core bearing area China-Europe Express(Shenyang)assembly center has been put into operation,inland port(port)also has the effect of "direct overseas".Under the background of the coordinated development of regional export-oriented economy and the integration of domestic and foreign trade,accelerate the optimization of the layout of inland ports and international logistics network channels,better promote the integrated connection of urban agglomerations in Shenyang metropolitan area,open up the Northeast Sea and Land Channel,strengthen cooperation and connection between Northeast Asia,ensure the security of the international industrial chain and supply chain,and build an international central city in Northeast Asia.From the perspective of the optimization and construction of inland port layout,this paper intends to carry out special research on the strategic layout of Shenyang’s modern metropolitan area in the new era of the new layout of coordinated regional development of Liaoning Province,based on the new development stage,so as to accelerate the optimal layout of dry ports,promote Shenyang metropolitan area to better play the integration into the new development pattern of the national "dual circulation" in the province,enhance the core competitiveness of serving the national "Belt and Road" initiative,and provide new ideas and new support for Liaoning’s comprehensive revitalization in the new era to make new breakthroughs.The specific research content and conclusions are as follows:(1)Determine the development strategy of inland ports based on theoretical analysis.Systematically analyze the stage characteristics and policy orientation of inland port development,and determine the development strategy of inland port linkage development and network layout in the region;Based on the Tumen theory,the site selection-distribution logistics channel network model method is adopted,and the inland port layout development strategy relying on industrial layout is adopted based on the principle of industrial agglomeration effect,with the inland port as the core,the "port-production" development and growth pole is built in conjunction with the logistics needs of surrounding industries,and the rapid growth of regional economy is promoted by the construction of inland port.(2)Determine the development direction of inland ports based on the analysis of the current situation.Systematically combing the layout status of inland ports in metropolitan areas,industrial clusters and logistics nodes,it is concluded that inland ports in metropolitan areas have formed the layout characteristics oriented by the distribution of export industries.The comparative analysis shows that the inland port and the industrial linkage development have problems such as single matching method,dislocation of spatial layout and lack of good connection with relevant special planning,resulting in lagging development of inland port and low overall logistics efficiency,and then scientific methods are proposed for site selection planning.Finally,combined with the Anshan dry port planning case,several factors and construction schemes that need to be considered in the dry port planning are explained,and the importance of Anshan dry port construction to the construction of inland ports in the metropolitan area is expounded.(3)Determine the inland port optimization plan based on empirical analysis.Taking the inland port,seaport and China-Europe train assembly center of Shenyang metropolitan area as the object,and aiming at the total construction cost,transportation and congestion cost and environmental benefits,a dual-objective logistics network optimization model is established,and the specific scheme of Shenyang’s "1+6+N" logistics development pattern is given,which verifies the correctness of building a logistics network around the inland port and the new inland port in Anshan,and effectively implements the policy guidance of the national "channel + hub + network" modern logistics operation system.(4)Determine the layout of inland ports and optimize development strategies based on policy analysis.Organically combined with the adjustment trend of industrial distribution,through the key points of the construction and layout of inland comprehensive hubs and international logistics channels in the relevant development strategies and special plans of national provinces and cities,comprehensively analyze the logistics network optimization problems of Shenyang metropolitan area relying on industrial clusters and transportation logistics,and finally give the linkage between inland ports and metropolitan ports,the construction of port-industry synergy and logistics channel networks,and the export-oriented economic development strategy relying on inland port construction.
