Research On The Optimization Of Processing Trade Supervision In Chengdu High-tech Comprehensive Bonded Zone

With the in-depth development of global economic integration and the continuous advancement of international trade and investment liberalization,processing trade has become one of the main ways of my country’s foreign trade.According to customs statistics,goods imported and exported by processing trade account for more than 50% of Sichuan’s foreign trade.The comprehensive bonded zone,as the most open customs special supervision area,accounts for about 80%of processing trade,becoming the most important forms of commerce.In Sichuan Province,the import and export value of Chengdu High-tech Comprehensive Bonded Zone alone accounts for more than half of the whole province.However,whether it is the reform measures on the supervision of processing trade issued by the customs,or the previous research on the customs supervision of processing trade,most of them are aimed at outside the special customs supervision area(hereinafter referred to as "outside the area"),while those within the special customs supervision area(hereinafter referred to as "outside the area")(referred to as the district)research is slightly insufficient.Chengdu High-tech Comprehensive Bonded Zone,as the comprehensive bonded zone ranked first in the country in terms of import and export value,how to make use of limited supervision resources to match the customs supervision of processing trade with the rapid development of the comprehensive bonded zone,so as to promote the healthy and sustainable development of foreign trade in Sichuan Province,It is particularly important to provide a road that can be replicated and promoted for the development of comprehensive protection zones in inland areas.Based on the New Public Service Theory,Process Reengineering Theory and Government Supervision Theory,this paper adopts qualitative analysis method,questionnaire survey method,research and interview method,and comparative analysis method,and adopts "status quo analysis-questionnaire analysis,interview analysis-discovery problem-analyzing causes.-Comparative analysis-Propose countermeasures".The research framework of this paper is mainly divided into five parts: the first part is to determine the research purpose and content of this paper by analyzing the background meaning of customs supervision of processing trade,domestic and foreign literature,and related concept definitions and theoretical basis.The second part is through sorting out the current situation of processing trade supervision in Chengdu High-tech Comprehensive Bonded Zone,and expounds from the aspects of supervision characteristics and supervision system.And analyzed the data and information collection methods of this paper,mainly through questionnaires to understand the difficulties and problems of enterprises in the process of processing trade supervision,research and interviews to grasp the needs and suggestions of the customs and enterprises,and to analyze and optimize the following problems and causes.It is recommended to provide a data base.The third part is based on the results of the questionnaire survey and interview,sorts out the problems existing in the processing trade supervision of Chengdu High-tech Comprehensive Bonded Zone,and makes a specific analysis of these problems in combination with the new public service theory,process reengineering theory and government supervision theory.The fourth part is to compare and analyze the characteristic experiences and practices of other customs at home and abroad and the Chengdu High-tech Comprehensive Bonded Zone in terms of cargo declaration,risk prevention and control,and departmental collaboration,in order to provide some experience and ideas for optimization suggestions.The fifth part combines the interview results and the advanced experience obtained from the comparative analysis of the fourth part,and puts forward specific suggestions from five aspects: management system,customs clearance process,bayonet management,account book management,and information system.In previous studies,most of them were analyzed from a relatively macro perspective,and few studies were conducted through the entire process of supervision of processing trade goods.Therefore,the author combines the two,not only from the management system,supervision carrier and other major aspects,but also from the declaration and customs clearance of goods in the early stage-the entry and exit area of goods at the checkpoint-the whole process of account book management in the later stage research gaps.
