Hubei Province is located in the middle reaches of the Yangtze River,north of Dongting Lake,referred to as Hubei,with 13 municipalities under the provincial jurisdiction.The total area of the province is 185,900 km2.Among them,the cultivated land area is 5245.27 thousand hectares,and the landform types are varied,mainly in mountainous areas,but also in plains,hills and hillocks.Among them,the dominant agricultural areas are mainly concentrated in Jianghan Plain,northern Hubei Hills and Eastern Hubei Coastal Areas,with a focus on the development of grain.Food,cotton,oil,vegetables,livestock,aquatic products and other large agricultural products.Southwest,northeast,northwest,southeast and central Hubei belong to mountainous agricultural areas,mainly developing special agricultural products such as fruit,tea and medicine.Most of the province belongs to subtropical monsoon climate,with abundant light and heat,and abundant precipitation.As the main grain producing area,Hubei has unique geographical advantages.Although the level of modern agricultural production has been improved,in the process of actual utilization of agricultural land resources,input factors have been used to a low degree by actual production,which greatly reduces the utilization efficiency of agricultural land resources.At the same time,with the accelerated process of urbanization,the rising cost of agricultural production,the imbalance of agricultural input and output,the income of migrant workers is far higher than that of farmers,which leads to the phenomenon of idle farmland and conversion of farmland to non-farmland more and more common,resulting in serious waste of farmland resources.Based on the above analysis,this paper has important practical significance for the study of agricultural land use efficiency in Hubei Province.The main contents of this paper are as follows:Firstly,the utilization efficiency of agricultural land in Hubei Province is analyzed,and the utilization efficiency of agricultural land in 13 prefecture-level cities of Hubei Province from 2006 to 2016 is calculated by using data envelopment analysis method.The comprehensive efficiency,pure technical efficiency and scale efficiency of agricultural land use in Hubei Province are analyzed to form the change trend of the efficiency of agricultural land use in Hubei Province from 2006 to 2016.Secondly,combined with the environmental variables affecting agricultural land use efficiency,the input relaxation variable is decomposed into three independent variables,including environmental factors,random interference factors and management inefficiency,which are similar to SFA regression function,and the adjusted input value after eliminating environmental factors,random interference factors and management inefficiency is obtained.Finally,the adjusted input value is replaced by the original input value to carry out the efficiency value again.The results are compared and analyzed,and the maximum output is achieved by adjusting the input.Thirdly,bootstrap is used to correct the efficiency value of the third stage,so as to get more accurate efficiency value.Fourthly,through the analysis of the influencing factors of agricultural land use efficiency in Hubei Province,the Tobit regression model of agricultural land use efficiency in Hubei Province was constructed,and the significant factors of agricultural land use efficiency in Hubei Province were found out,so as to put forward some suggestions for improving agricultural land use efficiency in Hubei Province.Through a large number of data and model analysis,this paper draws the following conclusions:Firstly,the average technical efficiency of agricultural land use in 13 prefecture-level cities of Hubei Province in 2006-2016 is 0.745,indicating that the actual production capacity accounts for 74.5%of the ideal production capacity,indicating that the overall level of agricultural land use efficiency in Hubei Province is not high.In terms of regional differences,Wuhan City,Yichang City,Xiangyang City,Jingzhou City,and so on.Six prefecture-level cities in Xiaogan City and Huanggang City have higher efficiency of agricultural land use than seven other prefecture-level cities.Secondly,excluding the influence of environmental factors and random disturbances,the revised efficiency of bootstrap is compared with the first and third stages.The average value of comprehensive efficiency of agricultural land use in 13 prefecture-level cities in Hubei Province from 2006 to 2016 is 0.949 in the first stage,0.832 in the third stage,and then bootstrap.The revised 0.745 has significant difference.The empirical results show that the scale efficiency is the main reason that restricts the agricultural land use efficiency of 13 prefecture-level cities in Hubei Province from 2006 to 2016.Thirdly,the analysis results of influencing factors show that the cultivated land area,the total power of agricultural machinery,the workers of agriculture,forestry,animal husbandry and fishery,and the amount of agricultural chemical fertilizer have significant effects on the agricultural land use efficiency of Hubei Province at the end of the year.The total power of agricultural machinery,the workers of agriculture,forestry,animal husbandry and fishery,and the amount of agricultural chemical fertilizer application had a positive relationship with the efficiency of agricultural land use,while the area of cultivated land had a negative relationship with the efficiency of agricultural land use at the end of the year.Finally,according to the above conclusions,the corresponding countermeasures and suggestions are put forward.
