| Under the "profound period" of agricultural supply-side structural reform,the "stable period" of food security and the "decisive period" of achieving common prosperity,the research on the long-term strategy of coordinated development of grain increase and household income increase is to form a consensus and potential energy,which is of great significance for improving national food security level and firmly grasping the initiative of food security.In the process of agricultural transformation and upgrading,food security and farmers’ income increase are usually discussed as two categories by decisionmaking departments and relevant scholars.On the one hand,we think that under the realistic condition of weak agricultural base and small scale scale,grain production has not been fully stable enough,and it is difficult to ensure the synchronous increase of farmers’ income before food security issues are solved.On the other hand,the continuous weakening of farmers’ enthusiasm for grain farming leads to changes in their income structure,which affects the expansion of domestic demand and rural social stability,but also hinders the pace of food security.The problem of farmers’ income increase cannot be ignored.Based on the investigation and research of production and operation in Pingwu County,combined with the relevant theories of improving grain production and increasing farmers’ income,this paper takes it as a case study to conduct a field questionnaire survey of 332 farmers in 12 towns in Pingwu County,to explore the current development status of grain production and farmers’ income in Pingwu County.To study how to increase the income of rural residents while stabilizing grain production to ensure food security,and to explore the coordinated promotion strategy of increasing grain production and farmers’ income.The survey found that(1)the grain production capacity of the county needs to be further improved.The utilization rate of related resources is not high,and the utilization rate of soil is only 60% to 80% in most cases.(2)Grain income accounts for almost only 10% or less of farmers’ annual income.(3)More than90% of the income of most rural households in this county comes from migrant workers,and the income from food production and family operation is low.(4)Subsidies and income guarantee measures to be improved.On this basis,it is proposed that(1)the effective deployment of land and other means of production;(2)it is appropriate to take the characteristic agricultural production of a village as the development focus.On the one hand,agricultural income can be improved by producing related high value-added agricultural products;on the other hand,the production of food and other cash crops can be carried out by setting up a special production base.(3)Strengthen the investment in agriculture and new technology as well as the cultivation of new agricultural operating subjects.At the same time,relevant government departments should strengthen the policy support for the development of agricultural industry and other countermeasures and suggestions,so as to lay the foundation for the efficient collaborative promotion of grain yield increase and farmers’ income increase. |
