Research On Consolidating Industrial Poverty Alleviation Achievement For Major Assistance Counties Of Rural Revitalization

In 2020,the poverty problems have been resolved in China.Currently,it has become an important task for the country which is also a priority for local government in the originally poor districts,to stabilize these achievements,especially the industrial alleviation achievements.The present strategy for rural developments provides policy guarantee for consolidating the achievements of industrial poverty alleviation.In the period of alleviating poverty,Linxia County,as a traditional agricultural county town,has issues related to large population and high incidence of poverty and the task for poverty alleviation is relatively tough.The government at all levels and the social parties gathered together,make great efforts,and have successfully removed the poverty “hat” on Linxia County.Now,in the stage of relative poverty management,Linxia County is regarded as a major assistance county for piloting rural revitalization,and it is necessary to consolidate and expand its hard-won achievements in industrial poverty alleviation.Based on the theoretical foundations of industrial structure theory,industrial value chain theory,and industrial integration theory,via methods including literature analysis,field surveys,interviews,etc.,taking Linxia County’s industrial poverty alleviation achievements as the research object,this paper analyzes its economic and social developments before implementing precise poverty alleviation.It is found that compared with other deeply impoverished areas,Linxia County has certain advantages in terms of transportation location,natural resource endowment,and historical and cultural heritage.However,due to various reasons,such as natural ecological environment constraints and insufficient economic and social development,consequently the industrial resources in Linxia County have not been effectively developed and utilized,which has become one of the original deeply impoverished counties in the "three regions and three prefectures".With the implementation of poverty alleviation,especially the implementation of the targeted poverty alleviation strategy,to solve the issues mentioned above,Linxia County has formulated policies consistent with local economic development,which focused on constructing infrastructure,cultivating local characteristic industries,introducing new industrial operators and developing new professional skills.With the completion of the above measures,Linxia County’s industries have been greatly developed,enabling the local people to get rid of poverty and achieve poverty alleviation.The success of poverty relief does not represent the end but means the start of a new life and a new struggle.At present,the task of consolidating the achievements of industrial poverty alleviation in Linxia County is still tough and crucial.The industrial development of Linxia County still has issues of a weak industrial foundation,the risk of returning to poverty in the industrial labor force,the difficulty in adjusting the industrial structure,the low degree of industrial integration,and the weak ability to resist industrial development risks.In this paper we put up some effective countermeasures and suggestions for the current industrial development problems in Linxia County:(1)It is to improve the foundation of industrial development and make up for the shortcomings of development.(2)It is to stabilize industrial power and prevent the return to poverty again.(3)It is to optimize the industrial structure and promote transformation and upgrading.(4)It is to expand the industrial chain and promote industrial integration.(5)It is to improve risk prevention awareness and security mechanism.
