As an important part of China’s public infrastructure,water supply and drainage,is related to major livelihood issues,but at the same time,the construction and operation of water supply and drainage require a large amount of capital investment,which undoubtedly increases the burden of local finance and increases the financial payment pressure.As the social process continues to accelerate,the PPP model(Public-Private-Partnership),as a new financing method,has risen and developed rapidly in China since 2014.This method not only allows the government and social capital to cooperate,alleviate the pressure of local financial funds,solve the problem of the source of project funds,but also improves the operational efficiency of public products and improve the quality of services,It has promoted the transformation of the functions of government departments.The characteristics of PPP mode,such as large investment amount,long investment cycle and many participants,make the participation of PPP project face many risks.Only by identifying and effectively avoiding or controlling these risks can we give full play to the advantages of PPP project and complete the implementation and operation of the project more efficiently and with high quality.Therefore,based on the SF urban-rural water supply and drainage integrated PPP project,this paper uses the analytic hierarchy process and triangular whitening weight function model to identify,calculate and evaluate the risks of the project in the identification stage,preparation stage,procurement stage,implementation stage and handover stage,and proposes countermeasures for different risks.This paper is divided into six parts.Among them,the first part elaborates the development background and process of the government and social capital cooperation project(PPP project)in detail,demonstrates the theoretical and practical significance of the research,summarizes the domestic and foreign PPP model research,risk assessment and water supply and drainage PPP project,introduces the research content and objectives,research methods and ideas of this paper,and forms a relatively comprehensive understanding of the research content.The second part introduces the concept and classification of PPP mode,the characteristics of PPP mode,and explains the relevant theories such as analytic hierarchy process,grey system theory,triangle whitening weight function,etc.The third part introduces the overall situation of the PPP project,including the project background and scope,project operation process,project financing methods and return mechanism.Secondly,the risk identification of the PPP project was carried out,focusing on the explanation of the project risk identification method and process,the cause and process of the project risk factor list,and the analysis of the project risk factors.Five first-level risk indicators were obtained at the identification stage,the preparation stage,the procurement stage,the implementation stage and the handover stage,and 26 second-level risk indicators were obtained,including the government credit risk,the project demand risk,and the feasibility risk.The fourth part uses AHP,grey system theory and triangle whitening weight function to carry out risk assessment and analysis on the risk factors under the whole life cycle of SF urban and rural water supply and drainage integrated PPP project,and finally gives the corresponding risk assessment according to the analysis results.The fifth part brings the evaluation results into the actual situation of the PPP project,and puts forward risk response measures and suggestions according to the risk response strategy.The sixth part summarizes the research conclusions and achievements of this paper,and puts forward the outlook.At the end of the paper,the relevant research conclusions are summarized and sorted out,and the conclusion is that the overall risk level of the project is not low,and all participants of the project should be alert to the risks that may occur in each link.At the same time,it is also hoped that the case study results of this paper can provide reference for this PPP project and other similar PPP projects.
