The Research On Risk Management Of Literature-tour Project Of WYH

Public—Private—Partnership(hereinafter referred to as PPP)refers to the extensive cooperation between government and social capital in the form of franchising,equity cooperation and government payment.In our county,PPP mode is mainly used in the infrastructure and utility services,which relates to highways,railways,subways,education,medical care and tourism.Due to the conditions of PPP mode which is under development at present,the related systems,income distribution mechanisms and risk-sharing mechanisms are not yet sound,and some institutions including financing and operating need to improve.Because of having effects on the government policy,market factors,passenger flow and other factors.As a social capital,the risk of investing in the Cultural tourism project on PPP is still great.Taking the PPP project of WYH as an example,the paper carries on the risk identification and appraisal considering the characteristics of uncertain factors during the pre-project.Firstly,the paper uses the comprehensive method of checklist and Delphi to classify and identify the risk of the project.Secondly,by quantitative evaluation through the fuzzy analytic hierarchy process of the project risks,the paper takes ABC classification of the evaluation results,and then finds the key risks.Finally,according to characteristics of risks,the paper takes corresponding measures to achieve maximum risk pre-control during the pre-project.
