The Enlightenment Of Arthur Okun’s Research On Equality And Efficiency To China’s Promotion Of Common Prosperity

Since the reform and opening up,China’s economy has developed rapidly.At the same time,inequality has also accompanied.Equality and efficiency is a major practical problem facing China’s social development.To solve the problem of unbalanced and inadequate development and achieve the goal of common prosperity,we should pay more attention to the dynamic coordination of equality and efficiency.In this context,it is of great theoretical and practical significance to explore the applicability of Arthur Oken’s thought of equality and efficiency to China’s promotion of common prosperity,and on the basis of this research,it is of great significance to put forward policy recommendations on the dynamic balance between equality and efficiency.Arthur Oken’s research on equality and efficiency roughly includes the following aspects: equality can be defined as three aspects: equal rights,equal opportunities and economic equality;In principle,equality of rights takes precedence over efficiency,while economic efficiency has priority in the market field.Equality of opportunity is consistent with efficiency.Economic equality mainly refers to income equality,which is contradictory to efficiency;The government plays an important role in coordinating equality and efficiency and realizing the dynamic balance between equality and efficiency.Based on the research results of Okun’s equality and efficiency,this paper has carried out relevant descriptive statistics and empirical analysis on equality,efficiency and their relationship in the process of promoting common prosperity in China.The research results show that since the reform and opening up,there is indeed the contradiction between China’s economic efficiency and income distribution described by Okun.The improvement of economic efficiency is accompanied by the expansion of income gap.The inequality of opportunity in capital investment and education investment caused by income distribution gap will also indirectly have a negative impact on economic efficiency.Okun’s research on equality and efficiency has important implications for the realization of China’s goal of common prosperity: in the process of promoting common prosperity,we should not only pay attention to equality of rights,equality of opportunity and economic equality,but also realize the dynamic balance of equality and efficiency.Based on the study of Okun’s equality and efficiency and China’s national conditions,this paper puts forward the following policy recommendations:gradually promote common prosperity in the dynamic balance of equality and efficiency,on the one hand,to achieve all-round high-quality development in all fields,and lay a solid foundation for common prosperity.At the same time,create a fair competitive environment to promote equal opportunities;Realize the equalization of basic public services to promote the equality of rights;Deepen the reform of income distribution system to promote economic equality;And give play to the complementary role of the government and the market in promoting the unity of equality and efficiency.
