| Our country is a big agricultural country,and working on "agriculture,rural areas,rural residents" has long been the top priority of the whole Party’s work.The report to the 19 th National Congress of the CPC proposed the implementation of the rural revitalization strategy for the first time,and the CPC Central Committee and The State Council issued the first central document for many consecutive years to plan and promote rural revitalization.As a combination of traditional agriculture and tourism industry,rural tourism plays an important role in the process of rural revitalization.As an organic part of rural tourism,rural home stay is an important driving force for rural vitalization.Rural homely accommodation plays a new role in promoting the integration of culture and tourism and emerging tourism consumption.Longnan City is located in the south of Jiangxi province,and it is a Hakka ancient domain with a history of more than 1000 years.In recent years,the local government has attached great importance to and strongly supported the development of rural homestand,but there are some problems such as difficulties in the supply of land factors,unclear tourism characteristics,weak overall service quality,and poor large-scale cluster effect.To this end,the author conducted field research and interviewed local public officials,villagers,homemaker operators and tourists and other groups.After careful analysis,the author believes that the emergence of the mentioned problems is related to the internal laws of the tourism market,but more related to the policies,measures and methods adopted by local government in the process of promoting the development of rural homelstay.In order to analyze the solutions to the above problems in the development of rural homel abes in Longnan City,this study expounds the important role of local government by using meta-governance theory;The theory of market failure is used to show that market regulation alone cannot effectively regulate and rationally allocate the resources needed for development.It uses the tourism destination life cycle theory to predict each stage of future development;Sustainable development theory is adapted to clarify the necessity of sustainable and healthy development.In particular,this study analyzes the advantages,disadvantages,opportunities and challenges of the development of rural homeries in Longnan City through SWOT matrix method,and provides targeted opinions and suggestions for the development of local rural homeries through matrix cross combination and comprehensive analysis.This study points out that,the development of rural homelet in Longnan city needs to improve the ideological understanding,optimize the policies and regulations,and take the advantage of strengthening the path;It is necessary to improve the quality of rural homestay,build the brand,and take the path of differentiated competition;It is necessary to strengthen factor guarantee,encourage diversified investment,and take the path of disadvantage improvement;It is necessary to improve the service level,play the role of the association,and take the path of tactical avoidance;It is necessary to develop the "home stay +" mode,explore the "+ four modernizations" development,and take the path of sustainable development.This study comprehensively sorted out the relationship between rural revitalization policy,rural tourism industry and rural home stay development,focusing on analyzing the economic development of rural home stay in the context of rural revitalization.In this study,the SWOT analysis method and the actual development of rural homelets in Longnan City were innovatively-combined to look into the conditions and difficulties of local rural homelets development,clarify the development mechanism,draw lessons from the measures of advanced areas,and put forward systematic countermeasures and suggestions for their sustainable development. |
