Study On Supervision Mechanism Of County-Level Food Inspection And Testing Institutions

Food inspection and testing is an important way to find potential problems in product quality and also a key technical support to ensure food safety.With the rapid development of Chinese economy,the system of planned economy has been transformed into the market economic system.The original management mode of public institutions is no longer applicable.The 18 th National Congress of the Communist Party of China put forward the requirement of comprehensively deepening the structural reform,and the General Administration of Quality Supervision,Inspection and Quarantine and the Central Compilation Office jointly formulated the "Implementation Opinions on Integrating Inspection and Testing Certification Institutions".With the steady progress of the reform,inspection and testing institutions carried out classified reform according to the implementation opinions.This paper takes the inspection and testing Center of District B of Yingkou City,Liaoning Province as an example to study the testing institutions that continue to be retained in the sequence of public institutions,and uses literature analysis,interview method and case analysis method to have an in-depth understanding of the current supervision status of inspection and testing centers.As District B of Yingkou City,Liaoning Province is an underdeveloped area,the reform of supervision mechanism of food inspection and testing institutions is faced with the actual situation of insufficient manpower,material resources,financial resources and policy support.It is difficult to complete the reform objectives of supervision mechanism as developed areas,so we can only concentrate our efforts on major issues.The urgent task is to concentrate our efforts on solving the prominent problems that restrict the effectiveness of supervision mechanism.By introducing AHP and constructing AHP structure,matrix calculation and consistency test,it draws the conclusion that the reform should focus on the reform of system implementation supervision mechanism,the reform of internal review supervision mechanism,the reform of charging link supervision mechanism and the reform of salary system supervision mechanism.Therefore,the author starts from the mechanism reform in these four aspects,analyzes the problems of the current supervision mechanism of food inspection and testing institutions in District B of Yingkou City,Liaoning Province,and uses public management theories such as government regulation theory to propose solutions,aiming at providing reference for the reform of supervision mechanism of food inspection and testing institutions at District level in less developed areas.
