Reflection On The Reform And Development Of Inspection And Testing Technology Institutions In Hubei

In recent years,the state has gradually liberalized the inspection and testing market,and accelerated the layout of foreign enterprises,while the private third-party inspection and testing technology institutions have increased rapidly.At the same time,the reform of the party and state institutions has begun.With the integration of the competent departments,the demand for the public service inspection service which the traditional inspection and testing technology institutions rely on for a long time may shrink.That means the institutions' capability cannot meet the enterprises' new needs,and it is faced with the profound changes in the inspection and testing market environment.How to solve the problem of survival and development of traditional inspection and testing technology institutions is the research direction of this thesis.In this thesis,the research materials are accumulated through field investigation,interview and discussion,literature retrieval,and data acquisition.On this basis,the theory of management is used to compare and analyze the situation,and to draw a conclusion.To eliminate the problems of the survival and development of the traditional inspection and testing technology institutions,we must carry out fundamental reform of the operation and management mechanism.Therefore,this thesis puts forward the integration of high quality resources and the formation of the Changjiang Testing Group;promote the horizontal integration of the county level,set up the platform/center for testing public technology services,and encourage various types of inspection and testing technical institutions to fully participate in the market competition and other policy recommendations.Based on policy recommendations,the reform path and development direction were designed.This article is a reflection on the reform and positioning of Hubei inspection and testing institutions under the new situation.It is of practical significance to solve the difficulties and problems of the inspection and testing institutions,to make the inventory of the stock resources large and strong detection industry,to eliminate the risk factors and to maintain social stability.
