By the end of 2020,the anti-poverty task has been completed as scheduled,and China’s absolute poverty has historically disappeared.However,this does not mean the completion of the anti-poverty task,but rather represents the development of the anti-poverty task towards higher quality and higher standards.In this context,transforming the low-income population into the middle-income population has become a new challenge and difficulty.With the steady development of China’s economy,the income level of residents has been significantly improved,but the income growth of low-income families in rural areas is slow,and it is difficult to meet the needs of daily life.In particular,the registered poor households and marginal poor households are still at a very low income level.Under the influence of external factors such as natural disasters and epidemics,it is likely that the income will drop sharply or the expenditure will increase sharply,which makes it difficult to meet the daily living expenses,and then become new low-income families,which seriously hinders China’s goal of achieving common prosperity.In addition,China’s low-income families mainly exist in rural areas.The scale measurement of rural low-income families in this thesis is the basis and premise for establishing reasonable assistance and income increase measures for them,which is of great significance.This thesis first elaborates the relevant research on low-income families.Based on the current development situation of rural low-income families in China,and with reference to the practical experience of domestic low-income family identification standards,and on the basis of reference and comparison of the criteria for low-income families defined in the existing literature,it is found that taking the per capita annual net income of households as the indicator to define rural low-income families is better for reflecting the income difference in rural areas,According to the concept of low-income families stipulated by the Ministry of Finance,that is,"refers to the marginal families whose per capita income is higher than the local urban and rural minimum living standard,but lower than 1.5 times of the minimum living standard,and their property meets the relevant local regulations." Based on this scheme,the nuclear density estimation is used to fit the distribution curve of per capita annual income of rural households,Then calculate the proportion of low-income families in rural areas of each province in 2018 and compare and analyze the provinces.The results can provide a basis for the decision-making and governance of rural areas in various provinces of China,better improve the identification mechanism of rural low-income population,and lay a foundation for helping rural low-income families.After measuring the standard on which the per capita net income of households is based,the most important factors affecting the per capita net income of rural households are selected pertinently,including the per capita net wage income of rural households,the per capita net operating income of rural households,the Engel coefficient of rural households,the per capita net transfer income of rural households,and the per capita net property income of rural households,The total expenditure of per capita living consumption of rural households is six variables.The vector autoregressive model is used to analyze the impact of each influencing factor on the per capita net income of rural low-income families,so as to further analyze the aspects in which to improve the per capita net income of rural low-income families faster and better.According to the results of empirical analysis,several suggestions are put forward: 1.Organize rural propaganda to break the consciousness of small farmers;2.Pay attention to rural education and improve cultural level;3.Establish a sound social security system;4.Establish a rural industrial system to improve farmers’ operational income;5.Stabilize the employment of low-income families and increase the wage income of low-income families;6.Rural reform to increase the property income and transfer income of low-income families.
