There are more and more prominent urban regional problems with the rapiddevelopment of urban and economic growth, such as: development of regionalimbalances, confusion of urban spatial, vague function zoning, resource depletion andenvironmental pollution problems etc. These problems are serious challenges for urbanregional sustainable development. China put forward the “main functional areas” in2005, which presented a new way in solving the problem of urban development; and in2013, Chongqing city proposed the idea of the establishment of “five functionalzoning” under natural conditions, resource endowments, development status, etc. Theidea of five functional zoning is in line with the demand of scientific developmenttheory, and is conducive to realize urban sustainable development. Under the strategiclayout of the five functional areas, external environment and developmentrequirements of Chongqing district have been changed, the original assessment indexsystem of regional development cannot meet the needs of the future progress.Therefore, with sustainable development as guidance, the paper researches the index ofthe sustainable development and builds a new functional zoning appraisal systembased on the development requirement of the functional areas. It is theoretical andpractical significance.The paper systematically summarizes the content of functional zoning sustainabledevelopment, namely economic sustainability, social sustainability, environmentalsustainability and resource sustainability, by studying on the zoning theory and therequest of sustainable development. Then, according to the specialty positioning offunctional areas in Chongqing and sustainable guide philosophy, many tasks have beendone, which include literature search, system analysis, expert advice etc. Last, thedissertation initially establishes a four-dimensional (i.e. economy development, societyharmony, ecology environment and resource utility) sustainable index systemaccordance with the “quartering” model, which contains three levels and48indicators.Questionnaire surveys in38counties are completed in order to make the indexsystem correspond to the actual situation of functional areas. Then confirmatory factoranalysis for economy development, society harmony, ecology environment andresource utility is finished by Structural Equation Modeling. The paper explores the subsystems internal relationships and structures between the factor and factor, andreference to the exploratory analysis, a final sustainable development systemcontaining32indicators is obtained. Wherein, the economy development subsystemincludes three two-level indicators and nine three-level indicators. Three two-levelindicators are namely economy strength, economy vitality and economy developmentdriving force, and there is a large correlation between economy strength and economydevelopment driving force. Society harmony subsystem consists of four two-levelindicators and nine three-level indicators. The two-level indicators are respectivelysociety stability, life quality, democracy and law, and society development drivingforce. Among these, society stability and society development driving force have largecorrelation. The ecology environment subsystem contains three two-level indicatorsand nine three-level indicators. Three two-level indicators are namely ecology quality,friendly environment and ecology protection. At the same time, there is a largecorrelation between the friendly environment and ecology protection. The resourceutility subsystem includes two two-level indicators and five three-level indicators. Thecorrelation coefficient is owned by0.85between the two two-level indicators, namelycarrying capacity of resources and resource intensive utility.According to the factor structures and relationships of the established indexsystem, relevant recommendations to guide functional zoning development by usingthe index system put forward, in line with actual positioning of five functional areas. Itis to improve the applicability of research results. The index system including theeconomy, the society, the environment and the resource, can encourage the counties tochoose the direction scientifically based on the actual development level, so that “Dosand Don’ts”. Meanwhile, the Index system lays the foundation for governmentdecision-making and further differentiated evaluation of the functional zoningdevelopment. It is conducive to regional development, and is in line with therequirements of the concept of scientific progress. To some extent, it can contribute toachieving the goal of building a moderately prosperous society in Chongqing.
