Evaluation On Comprehensive Development Ability Of Hubei Development Zone

The construction of China's development zones began in the 1980 s.After more than 30 years of development zone construction,it has become an important growth pole for urban economy and regional economy.Since 1991,Wuhan East Lake New Technology Development Zone,the first development zone in Hubei Province,was established.Since then,it has formed a development model of integrating the high-tech zone,the economic development zone and the special customs supervision zone,which has greatly promoted the economic development of Hubei Province.With the domestic background of China's economic development entering the new normal.In January 2017,the General Office of the State Council issued a number of opinions on promoting reform and innovation in the development zone(Guo Ban Fa [2017] No.7),clearly stating that it should be strengthened under the new normal The overall planning of various development zones will accelerate the transformation and upgrading of the development zones and enhance the functional advantages of the development zones.As the strategic fulcrum of the rise of Central China,Hubei Province has always been in the leading position in the development of the central region,but the development level of the development zones in the province is very different.How to further stimulate the economic vitality of the development zones in the province,and transform,upgrade and integrate them Development plays an important role.Based on the development status of Hubei Development Zone,this paper briefly analyzes the overall development and regional development function layout of Hubei Development Zone,then constructs an indicator system from four aspects: comprehensive economy,innovation capability,investment environment and human resources.The entropy method and the analytic hierarchy process analysis model evaluate the comprehensive development capability of the development zone,and obtain the development capability ranking of the development zone of Hubei Province and the comprehensive development capability evaluation of each city and state development zone in Hubei Province,and then introduce the K-means clustering analysis model for development.The cluster analysis is carried out to classify the development zones.Through the analysis of the empirical research results,the following conclusions are drawn:(1)In 2012-2016,the GDP of Hubei Development Zone has grown rapidly.Under the adjustment of the supply-side structural reform policy,the growth rate has slowed down,and the innovation and development achievements have shown that the high-tech industry is developing rapidly.The economic contribution still mainly comes from the national development zone;from the regional point of view,the Wuhan Development Zone occupies a dominant position in the province,and the economic contribution of the development zone still comes from the “one main and two deputy” regions;The speed of regional development has slowed down.The economic vitality of western Hubei Province has developed at a relatively high speed,and the growth of Hubei Province has been flat.(2)In terms of comprehensive development capability of the development zone,Donghu High-tech Zone has always been the only one,and the comprehensive development capability of the national development zone is higher than that of the provincial development zone.The development of the national development zone is quite different,and the development of the provincial development zone is large.The difference is small.Within the four indicators of comprehensive economy,scientific and technological innovation,investment attraction,and human resources,the echelon distribution with different comprehensive development capabilities is shown,indicating that Hubei Development Zone has great differences in advantages and shortcomings.(3)From the analysis of the comprehensive development capability of the regional development zones,it is concluded that Wuhan is still the only one;Xiangyang and Yichang followed,and the gap between Xiangyang and Yichang shows an expansion;the development of Huangshi and Huanggang is slowing down;Jingmen,Xiaogan and Shiyan3 cities are developing at a faster rate.(4)The leading industries in the Hubei Development Zone have serious coincidences.59% of the national development zones are dominated by automobile and equipment manufacturing,and 30% of the national development zones are dominated by biomedicine and pharmaceutical chemicals;27% of provincial development zones The leading industries in the development zone are concentrated in the manufacture of auto parts and equipment.54% of the provincial-level development zones are concentrated in food,building materials and agricultural products processing.20% of the provincial-level development zones are concentrated in textiles,textiles and clothing.
