Scientific and technological innovation is an important field in the process of rapid development of our country,which is very important for the enhancement of national economic strength and the promotion of international status,and has become one of the key strategies to achieve high-quality development.In recent years,China has continued to increase investment in research and development to strengthen scientific and technological innovation.The number of patents and scientific and technological works has been increasing,and the investment in research and development also ranks among the top in the world.However,although the commercialization rate of research findings is continuously active,the commercialization rate of research findings is less than 30%,which is much lower than developed countries such as America 60%-70%.The low commercialization rate of research findings has become a difficult problem which restricts the improvement of our innovation strength in our country.It is a complicated and long process for scientific and technological achievements to form a complete industrial chain from basic research to the final market,which can be divided into laboratory verification stage,industrial scale trial production stage and commercialization stage according to different activities.Each stage is interlinked with each other,iterating and spiraling forward,and there are a lot of risks and uncertainties in each stage,involving capital,technology,market,human resources,organizational management and policies,etc.,which makes the process of transformation of achievements more complicated.Therefore,it has become an urgent problem for enterprises to improve the performance of each stage of the commercialization of research findings.Exploratory innovation and exploitative innovation exist widely in the commercialization process of research findings,both of which are indispensable in the long run.However,it is often difficult for enterprises to strike a balance between exploratory innovation and exploitative innovation,and the resource constraints they face force them to make a choice between exploratory and exploitative activities.In reality,most enterprises tend to pay more attention to utilization and lack exploratory activities.This practice hinders the effective implementation of more results transformation activities,so it is necessary to further investigate the effects of both on results transformation performance.At the same time,strategic orientation,as the core driving force affecting innovation activities and results transformation,provides the basic development basis and guidelines for enterprises.Breakthrough oriented enterprises focus on risk taking,it uses highly novel products and discontinuous technologies to find opportunities that may improve its position in the market,while financial orientation puts strategic emphasis on the financial indicators such as revenue,profit and cost when making new product development decisions.Therefore,it is necessary to deeply analyze the influence of strategic orientation on the performance of innovation activities and results transformation in different stages.In addition,government policy support is also an important aspect affecting the commercialization process of research findings,which can effectively reduce the risk of commercialization of research findings,stimulate the development of different innovative activities of enterprises,and improve the performance of commercialization of research findings to create value.To this end,this paper aims to explore the relationship between strategic orientation,dual innovation and the performance of scientific and technological achievements transformation,and explore the role of government policy support in this relationship.Based on the relevant literature and combined with the actual research of enterprises,the strategic orientation,dual innovation,performance of scientific and technological achievements transformation and government policy support are reviewed to clarify the relationship between variables.And through the large sample analysis,the collected 298 data for empirical test.The results show that:(1)Both breakthrough orientation and financial orientation have significant positive effects on laboratory validation performance,industrial-scale trial production performance and commercialization performance,and the impact of breakthrough orientation on laboratory validation performance is stronger than that of financial orientation;(2)Breakthrough orientation has a significant positive effect on exploratory innovation,but financial orientation has no significant effect on exploratory innovation.Financial orientation has a significant positive effect on exploitative innovation,but breakthrough orientation has no significant effect on exploitative innovation.(3)Both exploratory innovation and exploitative innovation have significant positive effects on laboratory validation performance,industrial-scale trial production performance and commercialization performance;(4)Government policy support positively moderates the relationship between exploratory innovation and laboratory validation performance,industrial scale trial production performance,and exploitative innovation and commercialization performance.The research enriches the relevant management theories of the commercialization of research findings,and provides references for enterprises to effectively carry out the commercialization of research findings and improve the performance of transformation at various stages.
