Food security is reflected in the balance between supply and demand for food,reflecting the purchasing power of a region’s population,the quality of its food,and its political and socio-economic stability.Worldwide emergencies as well as extreme climate change have hit several segments of global agricultural production and trade in agricultural products,thus hindering global agricultural development and exacerbating existing food security problems in Africa.For Africa,enhancing the endogeneity of its agricultural development is fundamental to maintaining its food security and achieving its food self-sufficiency.Africa’s agricultural problems combine a variety of inherent causes such as historical foundations,climate and social conflicts,and exacerbate the negative impact of the combined factors on Africa’s agricultural development in the context of particular unexpected crises.Therefore,the implementation of China’s aid work to Africa is particularly important for Africa,and how to promote the innovative and efficient development of China-Africa agricultural cooperation has become a current issue worthy of consideration.The article focuses on China’s agricultural assistance to Africa under the dilemma of food security.Firstly,it elaborates on the status of agricultural development in Africa,analyses the realistic basis of agricultural development in Africa,and explores the causes of Africa’s food security dilemma and agricultural development problems.Secondly,it compares the development history of China’s agricultural aid to Africa,summarizes the characteristics of the stages of China’s agricultural aid to Africa,and at the same time studies the specific practices of China’s agricultural aid to Africa under the food security dilemma,analyses the opportunities,challenges and problems of China’s aid to Africa at the present stage,and paves the way for the following empirical analysis.Taking the level of agricultural development in Africa as the research object,the value added of African agriculture is selected as the explanatory variable,and indicators such as the amount of Chinese agricultural aid and the total import and export of food and other agricultural products are taken as explanatory variables.According to the results of the empirical analysis of panel data from 35 countries,Chinese aid to Africa has a positive impact on the development of African agriculture,with the degree of positive impact on low-income and lower-middle-income countries The positive impact on low-income and lower-middle-income countries is better than that on middle-and high-income countries.In addition,the number of labors,agricultural land area,political environment,GDP per capita and total exports of agricultural products such as food are positively related to agricultural development in Africa.Finally,in view of the opportunities and challenges brought by the food crisis to the development of China-Africa agricultural cooperation,as well as the empirical analysis of the factors influencing agricultural development in Africa,strategic suggestions are put forward for future China-Africa agricultural cooperation: improving the supervision and management mechanism of agricultural aid work,promoting diversified cooperation in food security,making efforts to improve the agricultural industry chain in Africa,continuously strengthening investment in infrastructure construction in Africa,deeply exploring the potential of cooperation in the digital economy and In order to gradually achieve food self-sufficiency in Africa,ensure food security in African countries,accelerate the process of poverty alleviation and eradication in Africa,promote the level of China-Africa agricultural cooperation to a higher quality,build a closer China-Africa community of destiny,promote the innovation of the international aid system,and thus enhance China’s international influence and discourse.
