| Under the background of the comprehensive implementation of the new development concept,the "Two Mountains" theory has become the consensus of the whole society,green development has become one of the main keynote of urban development in China,and more and more urban development modes are transforming to green development.Hengshui,as a small and medium-sized city in the plain area of Hebei Province,is relatively short of energy,underdeveloped economy and worrying ecological environment quality.It is urgent to change the urban development mode,optimize the urban construction system and achieve green development.Therefore,this thesis takes Hengshui city as the research sample,carries out evaluation and empirical analysis on its green development,so as to have a deeper grasp of the current development status of "small cities" and seek effective paths for their subsequent development,which is of great significance.This thesis has summarized and combed the domestic and foreign literatures related to green development.It involved the definition of green development connotation,construction of green development evaluation system,evaluation method and element identification.The difference between traditional urbanization development and urban green development has been distinguished,and the theoretical system of green development and related theories of public management have been clarified.The present situation of hengshui city was analyzed according to its economic and resource data.In addition,this thesis summarized the problems existing in the process of green development in Hengshui city,built the evaluation index system of green development in Hengshui City based on PSR model,and made a comprehensive evaluation of green development in Hengshui city from 2010 to 2019 by using entropy method and comprehensive evaluation method.This study explored the influencing factors through The LMDI factor decomposition method,and put forward scientific and effective policy suggestions to promote the green development of Hengshui city according to the analysis and data results.Through current situation analysis and comprehensive evaluation results,this thesis concluded that although the industrialization development of Hengshui occupied a leading position in the early stage,from 2010 to 2019,the Hengshui government changed its development concept and gradually realized the important role of green development,so the green development level of Hengshui has a prominent trend of improvement.However,there are still many problems in hengshui’s green development,such as backward economic development,unreasonable industrial structure,insufficient foreign investment,low level of scientific and technological innovation,weak public awareness of environmental protection,and imperfect construction of ecological environmental protection system and mechanism.Through the analysis of the influencing factors of Hengshui green development level,it was concluded that the industrial structure and economic level are the core and key to promote the current green development of Hengshui.According to the data analysis conclusions and the current situation of Hengshui,and in view of the problems existing in the process of green development of Hengshui,this thesis put forward countermeasures and suggestions from five aspects: developing green economy,optimizing industrial structure,strengthening foreign investment,increasing government support,strengthening the concept of green development,etc.,to provide reference for the future green development of Hengshui. |
