The first document of the CPC Central Committee 2023 that the most arduous and arduous task of building a modern socialist country in an all-round way should remain in the countryside,under the support of multi-party policies,rural collective construction land can effectively drive rural land reform and realize the transformation of resources into assets,the market entry work is in full swing in the southeast coastal areas,but has not made much progress in the less developed central and western regions such as Jinzhai County,it is an important part of the reform to study the suitable route of rural collective operating construction land in Jinzhai County and other underdeveloped areas of central and western China.In this study,Jinzhai County,as the representative of Anhui Province and Midwestern Sectional Figure Skating Championships,was used to construct an evaluation index system using data such as market entry area,statistical data,etc.,principal component analysis and entropy weight method were used to analyze the obstacle factors,which were the horizontal analysis of obstacle factors in Jinzhai County and the national pilot areas,and the longitudinal analysis of obstacle factors in Jinzhai County from 2010 to 2020.The results show that:(1)the main influencing factors of rural collective operating construction land can be divided into three types: livelihood development factor,social economic factor,policy environment factor;The degree of influence of the indicators in each impact factor is different,the urbanization level,fixed assets investment,the status of rural collective operating construction land entering the market,GDP level and other factors are the important impact indicators of the implementation of rural collective operating construction land entering the market(b)Jinzhai County’s performance on the market for rural collective operating construction land began to drop significantly after 2019.The main barriers to market entry were the easing of the support of livelihood development factors and the declining support of policy environment factors;(c)the development needs of Jinzhai County and the less developed areas in the central and western regions should be addressed by raising the development needs of people’s livelihood,improving institutional security and resolving the problem of insufficient land reserves in the market,through adjusting the income distribution,perfecting the system guarantee system and tapping the potential of rural collective operating construction land,the goal of invigorating rural collective operating construction land can be realized.In order to facilitate the smooth implementation of the reform of the market entry of collective Midwestern Sectional Figure Skating Championships construction land in Anhui province and rural areas,the present study specifically proposes that before and during the reform process,in order to solve the difficulties of market entry in the underdeveloped areas of the middle and western regions,we should take various measures from three angles: development of people’s livelihood,system construction and tapping the potential of land for market entry,invigorate rural collective operating construction land to achieve rural revitalization.
