businesses,network takeout has become an indispensable part of people’s life.The emergence of online takeaway service has brought great convenience to people’s diet,but it also brings a variety of food safety problems.The delicately packaged food displayed on some food delivery platforms is produced by some unlicensed workshops,and the fragrant and golden colored stock is mixed with cheap raw materials and illegal additives.In order to make more profits,some unscrupulous businesses,In order to save labor costs,many online takeaway businesses pay little attention to environmental hygiene,resulting in food preparation environment with greasy stains,cockroaches and rats running around.These practical problems have caused huge risks to the safety of online takeaway food.According to incomplete statistics,in 2022,Chongqing Municipal Supervision Bureau received more than 1,800 online takeaway food safety reports.At the same time,55.67% of consumers do not know how to report online takeaway food safety problems and do not know the complaint channels,so they choose to admit their bad fate when they encounter online takeaway food safety problems.Leading to this part of the problem was not recorded by the city administration.In 2023,the 315 Gala revealed that Thai jasmine rice sold by Anhui Xiangwang Grain,Oil and Food Technology Company was forged by local rice and Sanwu flavor.Once the news was reported,the food safety issue of online takeout was pushed to the forefront again.In recent years,the government has also strengthened the supervision of online takeout food safety,successively issued the "Measures for Investigation and Punishment of Illegal Behaviors of Online Food Safety","Regulations for the Implementation of Food Safety Law",etc.,to clearly stipulate the review obligations of third-party platforms and the supervision responsibilities of government regulatory departments,trying to bring the new catering model of online takeout into the effective supervision of the government.However,in the specific practice,there are still many problems in the supervision of Internet takeout food safety that have not been solved,such as how to integrate the regulatory force,how to implement the regulatory responsibility,how to innovate the way of supervision,how to ensure the orderly development of the Internet takeout industry,how to eliminate the majority of people’s anxiety about Internet takeout food safety has become a problem to be solved by the food safety supervision department of the Municipal Regulatory Bureau.According to the actual situation,this paper designs the investigation methods and research routes of online takeout Cooked food safety supervision in Chongqing,and conducts pre-investigation and formal investigation.In addition to the field investigation,175 questionnaires of online takeout supervision groups in Chongqing are issued,and the main problems of online takeout food safety supervision in Chongqing are summarized as follows: The supervision system is not perfect,the law enforcement is weak,the integrity culture construction is lacking,the supervision technology is old,the real information of the supervision object is difficult to obtain.The main reasons leading to these problems are unsound regulatory laws,lack of capacity of food safety regulatory agencies,lack of integrity and moral culture construction,traditional technology does not adapt to the new environment,and unsound entry and exit mechanism.Through the analysis of domestic and foreign excellent experience in the supervision of online takeout,the enlightenment of government-enterprise data sharing,information technology to network network,takeout food traceability,give play to the advantages of delivery personnel.Finally,this paper puts forward the corresponding path to optimize the supervision of online takeout food safety: it suggests building an online + offline integrated supervision system,strengthening the construction of government supervision subjects,improving the safety atmosphere of online takeout food,promoting the data enabling of supervision technology,and establishing a multiple supervision mechanism.First of all,the data sharing of the online + offline integration system provides accurate data support for government supervision and guarantees the closed loop of the supervision process.The improvement of the mechanism of government supervision,the clarity of the relationship between power and responsibility and the improvement of the ability of regulators are the prerequisites for the effective implementation of government supervision.Secondly,the publicity and education of online takeaway food safety knowledge has enhanced consumers’ awareness of food safety,and the application of big data intelligent technology has greatly improved the efficiency of online takeaway food safety supervision.Finally,the supervision power of industry associations,delivery platforms,social media and delivery workers is fully mobilized to achieve multiple supervision.The above countermeasures provide some references and enlightenment for the network takeout food safety supervision of relevant departments of Chongqing Market Supervision Administration.
