| Issues concerning agriculture,rural areas and farmers are a key concern of the whole Party,and stabilizing the breadbasket of a major country and improving the well-being of rural households are of the highest priority.However,with the steady progress of urbanization in China and the prominent problem of rural hollowing,"who will plant the land and how to plant the land well" has become a difficult problem.Based on the national conditions of agriculture,comply with the requirements of The Times,agricultural production trusteeship becomes the answer.Agricultural production trusteeship can effectively promote the connection between farmers and modern agriculture.On the basis of not changing the management rights of farmers,entrusting farmland to agricultural trusteeship service organizations is conducive to realizing the scale of agricultural operation and improving the yield per unit area of land.It is conducive to the liberation of agricultural labor force and meet the non-agricultural employment needs of farmers;It is conducive to improving the multi-level welfare level of farmers.Based on this,this thesis first takes the representative agricultural production trustement development pilot Shanxi as the research area,and analyzes the impact mechanism of agricultural production trustement on farmers’ welfare on the basis of systematically sorting out the principle-agent theory,welfare economic theory and other theories.Secondly,it introduces the general situation of agricultural production trusteeship in Shanxi settlement area from the causes,service measures,service characteristics,service types and service effects of agricultural production trusteeship.Then,the evaluation index system of farmers’ welfare is constructed from the two aspects of economic welfare and non-economic welfare respectively.Specifically,the economic welfare is measured by the family economy,and the non-economic welfare of farmers is measured from the three dimensions of social security,living conditions and psychological emotion.The entropy weight topsis method is also used to measure the welfare of custodian,uncustodian,"full custodian" and "semi-custodian" farmers respectively.Finally,an empirical study is conducted using the propensity matching score method to explore the impact of agricultural production trusteeship on the welfare of farmers,and corresponding policy recommendations are put forward based on the research results.The conclusions of this thesis are as follows:(1)From the perspective of trusteeship rate,the implementation of agricultural production trusteeship in Shanxi settlement area has made some achievements,the overall trusteeship rate is high,reaching 79.49%,and the "full trusteeship" rate is higher than the "semi-trusteeship" rate,but there are differences between different modes.(2)From the measurement results of welfare indicators,the four functional activities of comprehensive welfare,family economy,social security,living conditions and psychological emotion of farmers participating in custody are generally higher than those of farmers not participating in custody.The four functional activities of comprehensive welfare,family economy,social security,living conditions and psychological emotion of farmers in "full custody" are generally higher than those in "semi-custody".However,the per capita annual agricultural income welfare and eco-environmental welfare of custodian farmers are lower than those of non-custodian farmers.(3)From the empirical research results,the effect size of participating in agricultural production trusteeship on various welfare indicators is as follows:psychological emotion > family economy > social security > living conditions.The effect size of "full custody" compared with "semi-custody" on the welfare indicators of farmers is as follows: family economy >psychological emotion > social security > living conditions.The effect of participating in the trusteeship of agricultural production on the welfare of farmers in the settlement plain is as follows: psychological emotion >social security > living conditions > family economy.The effect of participating in the trusteeship of agricultural production on the welfare of farmers is as follows: psychological emotion > family economy >social security > living conditions.Based on the above research results,this thesisr proposes:(1)to strengthen the publicity of the positive effect of farmers’ welfare and improve the custody rate of agricultural production,it is necessary to give full play to the organizational role of village committee and strengthen the publicity of agricultural production custody in order to realize the whole region of production custody.(2)To improve the economic welfare of farmers,the government should encourage agricultural production trusteeship service organizations to improve the degree of mechanization through financial support and technical support,and provide good conditions for farmers’ non-agricultural employment.(3)The non-economic welfare of farmers should be improved from the aspects of social security,living conditions and psychological emotions. |
