| Since the 18th Party Congress,the Party Central Committee,with Comrade Xi Jinping at its core,has attached great importance to the work of the "three rural areas" and has repeatedly stressed that "a strong country must first strengthen agriculture,and only when agriculture is strong can the country be strong".In the 20 th Party Congress,General Secretary Xi Jinping drew a grand blueprint for building a strong socialist modernization country,and made a general plan for agricultural and rural work,proposing for the first time to "accelerate the building of a strong agricultural country".It can be seen that vigorous development of agriculture is still a key task for China in the future.As an important part of rural collective economy,professional farmers’ cooperatives are an effective form of organization to realize large-scale agricultural production and accelerate the process of modernization of agriculture and rural areas.As an important part of the development of farmers’ professional cooperatives,operation management should continuously improve the business model and operation mechanism of farmers’ professional cooperatives in order to promote the good development of China’s farmers’ professional cooperatives and achieve a win-win situation for the state and farmers.In this paper,we take H professional farmers’ cooperative as the research object,and investigate the operation mechanism of this cooperative through field visit method.Firstly,we read relevant literature to understand the current situation of domestic and foreign research,and study the management mode of the cooperative,i.e.,property rights arrangement,decision-making mechanism,benefit distribution and supervision mechanism,analyze the cooperative with the theory of agricultural organization,agricultural industrialization and agricultural economic cooperation,and clarify its internal operation mechanism.Secondly,we compare the statistical data of 19 branches within cooperatives regarding department settings,regulation making,decision-making methods,distribution forms,and supervision,and find that H cooperatives have problems in operation and management such as emphasizing restructuring over regulation,accumulation over quality,scale over distribution,and construction over supervision,etc.From the operation of six representative farmers’ professional cooperatives inside and outside the province including registered capital,service types,number of people scale,We found that the main reasons for the problems are unsound internal governance mechanism,lack of talent support and insufficient reserve of special operation funds.In order to improve the economic efficiency of the cooperative,we propose innovative cooperative information management system,"internal and external joint" capital mutual aid mechanism and other safeguards to optimize its operation and management mode.This paper starts from the operation and management model of H farmers’ professional cooperatives and also examines the auxiliary safeguards related to this model,investigates the implementation of related management models in and outside the province in many aspects,and identifies their problems through data collection and formulates practical countermeasures.The research results have important application value for farmers’ professional cooperatives in regulating cooperative behavior,accelerating the quality of talent training,improving the development capacity of cooperatives and increasing farmers’ interests,and are of practical significance for promoting the sustainable development of agricultural industrialization. |
