| As the main cotton-producing region of the country,Xinjiang has a wide and productive cotton crop.In recent years,with the comprehensive promotion of precise poverty alleviation and rural revitalisation,the question of how to further protect the stable and healthy development of cotton farmers’ income has become a key issue.Policy cotton insurance plays an important role as an important tool to prevent agricultural risks and protect farmers’ income.In recent years,some areas in Xinjiang like the First Division of the Corps have responded positively to the deployment and promotion of policy cotton insurance,and have continued to publicise and promote policy cotton insurance,achieving certain results.However,the willingness to participate in cotton insurance is often constrained by certain factors that need to be further identified and improved.2022 saw the sudden flooding of the First Division,which made the factors influencing the willingness to participate in cotton insurance again fully manifest.Therefore,it is necessary and feasible for this paper to study the willingness to re-insurance of the affected workers in the first division in the context of the flood disaster.This paper examines the willingness to re-enrol in cotton insurance and the factors influencing this willingness in the context of sudden floods.A total of 578 valid questionnaires were collected by means of field surveys and telephone consultations as the sample for this study.Firstly,a descriptive statistical analysis was carried out on the willingness to re-insurance from the perspective of the basic characteristics,disaster status and awareness of the workers,and through this analysis,the problems of the government,insurance companies and the affected workers themselves were identified.Secondly,a binary logistic regression analysis of 16 factors was carried out to investigate the important factors affecting the willingness to re-enrol in cotton insurance,starting from three aspects: the basic personal situation of the workers,the sudden flooding and the awareness of the workers in the corps.Thereby,countermeasure suggestions to improve the willingness of cotton insurance re-participation of the affected workers in the first division were proposed from three aspects: government,insurance companies and corps field workers,in order to promote further high-quality development of cotton insurance in the first division.The main findings are as follows:(1)The factors affecting the willingness to participate in cotton insurance again are mainly literacy,frequency of suffering losses from natural disasters,degree of flooding losses,perceived reasonableness of insurance companies in fixing losses,degree of importance attached to cotton insurance,the degree of understanding of corps field workers about the scope of cotton insurance and the claims process,and the degree of understanding of cotton insurance subsidy policy,etc.,and all of them are positive,while the rest of the variables are not significant.(2)The risk prevention awareness of corps workers is not strong.(3)The government’s insurance publicity and promotion efforts were insufficient.(4)Insurance companies need to optimise their loss fixing and service claims.Suggestions:(1)At the government level: regularly conduct training on cotton insurance,strengthen the construction of regulatory bodies and assist insurance companies to complete the construction of service stations.(2)Insurance company level: strengthen the service awareness and professional competence of staff,simplify the process,establish a sound claims service mechanism,and strengthen the publicity and promotion of cotton insurance in branch companies.(3)At the level of corps workers: actively participate in cotton insurance publicity activities,strengthen awareness of appeals against insurance claims,and strengthen the learning and corrective thinking of cotton insurance knowledge. |
