| Under the background of a new round of global scientific and technological revolution and industrial reform,the development of China’s industry is facing multiple difficulties.The fading of labor demographic dividend and the rise of factor cost lead to the disappearance of traditional comparative advantage.The lack of innovative talents and the aging of industrial structure restrict the industrial transformation and upgrading.In recent years,combined with the international competition situation and the objective reality of domestic development,the central government has continuously launched policies related to intelligent construction from top-level design to specific applications,hoping to transform the development mode and reshape the industrial structure of the new era by encouraging the deep integration of information technology and the real economy.The government work report issued during the two sessions in 2022 pointed out that we should strengthen the construction of digital information infrastructure,promote the digital transformation of industry,and vigorously promote the construction of smart city.There is no doubt that as the carrier of industry,the digital construction and development of cities will inevitably affect the development of industry.As a systematic project to reshape the urban operation mode by using the new generation of information technology,the proposal of smart city fully represents the level of regional intelligent construction and conforms to the development trend of the intelligent era.It is very important to promote the upgrading of industrial structure and cultivate new drivers of economic growth.Therefore,in the initial stage of China’s intelligent development,clarifying the impact of smart city construction on the industrial structure can better grasp the regional intelligent development process and promote the transformation,optimization and upgrading of industrial technology.On the basis of reviewing the relevant literature on intelligence,smart city and industrial structure,this paper selects the Regional Panel Data of 178 cities in China from 2005 to 2019,empirically studies the impact effect and mechanism of smart city construction on the optimization and upgrading of industrial structure by using models such as double difference,PSM-DID and intermediary effect,and analyzes different geographical locations The heterogeneous impact of smart city construction in the sample of urban scale and factor endowment.The results show that:(1)The construction of smart city plays a significant role in promoting the upgrading and rationalization of industrial structure,and better promotes the optimization and upgrading of regional industrial structure;(2)The intermediary effect test shows that the construction of smart city promotes the optimization and evolution of industrial structure through technological innovation channels;Through resource allocation channels,it promotes the upgrading of industrial structure,but inhibits the rationalization of industrial structure;In the channel of factor substitution,the substitution of high skilled talents for low skilled talents is conducive to the optimization and upgrading of industrial structure,but the substitution of capital factors for labor factors is not conducive to the rational development of industry;(3)From the perspective of different regions and city sizes,among the samples of central and western regions and large cities,smart cities play a greater role in promoting the optimization and upgrading of industrial structure;From the perspective of different factor endowments,the higher the level of financial support and science and education,the stronger the promotion effect of smart cities on the optimization and upgrading of industrial structure,while the weaker the promotion effect of regions with higher level of information base.Therefore,corresponding suggestions are put forward.Governments at all levels need to orderly promote the construction of urban intelligence and implement supporting policies to create a good innovation atmosphere and provide guarantee for further promoting the optimization and upgrading of China’s industrial structure. |
