Research On The Influence Of "Smart City" Pilot Policy On Industrial Structure Transformation

Under the double pressure of the difficult transformation of urban industrial structure and the requirement of high-quality development era,it is of great significance to find a new way to promote the transformation of urban industrial structure,break the current transformation dilemma and ensure economic development.At the same time,the "smart city" pilot policy issued since 2012 has put forward new requirements for urban development.Whether the policy dividends generated by this policy can benefit the transformation of industrial structure and thus become a new approach to industrial transformation has become the main issue discussed in this paper.Based on the analysis of pilot "wisdom city" policy and industrial structure transformation on the basis of the status quo,from the technology progress,resource supply,social demand structure and institutional arrangement of four analyses the policy of "wisdom city" pilot directly impact on the city industrial structure transformation mechanism,and diffusion of technological innovation,human capital effect under the path of the indirect effects of industrial structure transformation,Thus,the theoretical framework of "smart city" pilot policy influencing industrial structure transformation is preliminarily constructed.Based on the panel data of 276 prefecture-level cities from 2007 to 2016,this paper analyzes the impact and mechanism of the pilot policies on the industrial structure transformation by using the dual difference method.The analysis results show that the pilot policies can significantly improve the level of urban industrial structure upgrading,and then promote the transformation of industrial structure,which is confirmed by the estimation results based on PSM-DID method,placebo test and progressive difference.The influence mechanism of pilot policies on industrial structure lies in that the digital technology characteristics of smart city can strengthen the diffusion effect of innovation and human capital effect,thus improving the advanced level of industrial structure and promoting the transformation of industrial structure.In addition,the heterogeneity analysis of city size shows that,for medium-sized cities,pilot policies inhibit the improvement of the advanced level of industrial structure and are detrimental to industrial structure transformation,while for large-scale cities,pilot policies promote industrial structure transformation more obviously.At the same time,according to the heterogeneity analysis of urban characteristics,for first-tier,new first-tier and second-tier cities,their own sound information infrastructure construction and abundant resources make the industrial structure transformation dividend of pilot policies more significant.Therefore,this paper proposes to optimize the operating environment of the "smart city" pilot policy,create the conditions for the policy to function,deepen the practice of the "smart city" pilot policy,and further play the policy dividend of the "smart city" pilot policy.
