Research On The Realization Mechanism Of Village Community Led Land Circulation

The "14th Five Year Plan" period is a transitional period between poverty alleviation and rural revitalization.With the development of urbanization and the widening of the urban-rural dual gap in China,rural populations have gathered in cities.In order to prevent land from being abandoned or idle,the scale and speed of rural land circulation have gradually increased.In order to further standardize land transfer and improve the land transfer market,on October 30,2016,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Improving the Separation of Rural Land Ownership Contract Rights and Management Rights,further improving the rural land property rights system,and promoting the synchronous development of new industrialization,informatization,urbanization,and agricultural modernization.Overall,although China’s rural land transfer has begun to take shape and achieved certain results,it is still in the exploration stage.Throughout the country,the incidence of land transfer is not high and the transfer method is relatively single.At the present stage,rural land in China has not really been transferred,and centralized land management in the modern sense is rare.There is a phenomenon of uneven land transfer,mainly occurring in suburban areas.The existing land transfer models are mainly divided into two types,market led land transfer and government led land transfer.In the actual implementation process,these two modes also expose their respective shortcomings.In the field research,it is found that the spontaneous exploration of village community led land transfer in some places has achieved significant results,but there is a lack of systematic summary and discussion in academic theory.Therefore,this topic is intended to explore the realization mechanism of village community led land transfer based on typical case studies.This article studies the realization mechanism of rural land circulation from the perspective of rural revitalization,focusing on how village communities promote land circulation during the circulation period,prevent large-scale land abandonment,and ensure the effective connection between land circulation and rural revitalization.The author selected typical villages in F District,Wuhu City,Anhui Province to conduct field research on land transfer types.The article takes the "village community led land circulation realization mechanism" in F District as the research object,and describes the main framework of the realization mechanism of land circulation through the description and analysis of the land circulation process and the analysis and comparison of the circulation methods in F District.The study found that through practice,F District has successfully explored a village community led land transfer method that not only involves government administrative intervention,but also can play the role of market principal,while fully mobilizing the enthusiasm of villagers to participate.Through land leveling and virtual ownership confirmation,it provides a prerequisite and follow-up guarantee for the realization and steady development of village community led land circulation.Through the village community led land transfer model,ensure rent guarantee,accurate docking,timely detection and rapid understanding of problems during the transfer process,and timely and rapid resolution of early warning.The village community led land transfer model constructs a three-dimensional land transfer structure from two aspects: horizontal(village committee and cooperative linkage)and vertical(multi system level,full process mutual assistance),to ensure accurate,comprehensive,and timely transfer results.Such a transfer mechanism is not only capable of achieving "consolidation" of large-scale land management,but also fully capable of achieving "expansion" of the model.During the research process of this article,the author continued to go deep into the process of land transfer in F District,and made a relatively objective and comprehensive analysis of the operation of the village community leading land transfer mechanism,providing a representative case for relevant research,which has certain theoretical significance.At the same time,combined with the background of the connection and transformation between land circulation and rural revitalization,this paper specifically analyzes the selection of normalized land circulation models,and on this basis,analyzes the problems of village community led land circulation and puts forward targeted countermeasures and suggestions,which has certain practical significance for connecting land standardized management and rural revitalization.
