In the new process of carrying out comprehensive reform,a new round of scientific and technological revolution and industrial revolution is accelerating,and the competition for talents around the commanding heights of science and technology is intensifying.Whoever holds the advantage in the competition for talents will win the initiative for future development.If an enterprise wants to occupy a leading position in the future competition,it must have high-quality talents,especially middle managers who are the mainstay of the enterprise.As the core talents of the organization,the middle management personnel of the enterprise undertakes the role of connecting the previous and the next,connecting the past and the future,and inheriting the points and aspects.They are the source of innovation for the organization to be kept alive and bear the important responsibility and mission of ensuring the healthy and sustainable development of the enterprise.Therefore,a comprehensive and objective evaluation of the competency of middle managers is helpful to the selection and training of middle managers,and is of great significance to the promotion of enterprise competitiveness.Based on relevant theories of competency model,this paper firstly sorts out domestic and foreign studies on competency and model,summarizes the definition of competency and model,and summarizes three characteristics that competency is closely related to work situation and work performance,can distinguish between excellent and average performers,and can predict employees’ future work performance.Secondly,by analyzing the current situation of human resources of X Company,the problems of middle managers in talent selection,training and performance management of X Company are analyzed.After that,the competency elements of middle managers in X Company were obtained by using literature analysis,behavioral event interview,text analysis and other methods.After comparing the key behaviors of the top performers and the average performers in key events in the work scene,the coding and data statistics were carried out,so as to obtain the competency with obvious differences between them.The competency model of middle managers in X Company is preliminarily constructed,which includes 15 competency elements in five categories.Finally,the competency model was tested through questionnaire survey and SPASS software,and the weight distribution and definition of the competency elements were carried out to determine the competency model of middle managers in X Company.And the competency model is applied to the selection,training and performance management of middle managers in X Company.In the application,based on the competency model,the talent selection and interview manual is developed,the step design training course method is put forward,and the performance appraisal index is improved,so as to solve the deficiencies in the personnel management of middle managers in X Company at the present stage.Enhance the overall management efficiency of X Company.Based on relevant theories of competency model,this paper constructs a set of middle-level management competency model conforming to the characteristics of X Company.After the establishment of this model,it will further guide the company’s human resource management work,improve the efficiency of talent management,and help stimulate the value creation of middle-level managers and improve their overall quality.It is of certain practical significance to the future development of X Company and the personal career development of middle managers.By applying relevant research and theories of competency model to state-owned engineering construction enterprises,it has great theoretical significance,can enrich relevant experimental results based on competency model research,and can provide important reference for future scientific research and human resource management of similar companies.
