Research On The Development Of Rural Elderly Care Industry In Jilin Province Under The Background Of Rural Revitalization

The national plan for the development of the cause of aging and the elderly care service system in the 14 th five year plan points out that the construction of the rural elderly care service system will be the focus and difficulty of the implementation of the plan in the future.Compared with urban areas,the majority of the left behind elderly in rural areas,the traditional concept of pension and the analysis of villagers’ residence make the pension service needs of the elderly in rural areas have certain particularity,and the pension problem is more prominent.The implementation opinions on accelerating the development of the elderly care industry(Draft for comments)issued by Jilin Province in January 2022 proposed to support the integration and transformation of rural welfare service centers into regional elderly care centers,and support social forces to set up elderly care institutions and comprehensive elderly care services on the basis of giving full play to the role of public elderly care institutions,so as to meet the diversified institutional elderly care needs of the elderly,It defines the development direction of rural elderly care industry in Jilin Province.However,from the actual situation,the rural elderly care model in Jilin Province is relatively single,home-based elderly care occupies an absolute dominant position,and the overall development level of the old industry is low.There is an obvious gap with the development plan in the above exposure draft,highlighting the arduous task of the development of rural elderly care industry in the new era.As the development of the elderly care industry in rural areas is mainly focused on elderly care services,this paper takes the development of elderly care services as the main analysis content when analyzing the development of the elderly care industry in rural areas of Jilin Province,and uses the literature analysis method to clarify the research concept,research status and other basic theoretical issues;By using the fuzzy comprehensive evaluation method and questionnaire survey method,this paper understands the current situation of the development of rural elderly care services in Jilin Province,summarizes the main problems,and analyzes the causes of the problems.The research results show that there are some problems in the development of rural elderly care services in Jilin Province,such as low overall development level,single type of elderly care supply services,small scale of elderly living in various elderly care institutions,low quality of software and hardware services in elderly care institutions,and low management level of elderly care institutions.The above problems are affected by many reasons,mainly including the low living security level of the elderly in rural areas,the impact of the traditional concept of home-based elderly care,insufficient financial investment in the rural elderly care service industry,and the shortage of professionals in the elderly care service industry.In view of the above situation,this paper believes that the development of rural elderly care services in Jilin Province should improve the living security level of the elderly in rural areas,enrich the types of elderly care services in rural areas,strengthen support for the development of the rural elderly care services industry,and cultivate professionals in the elderly care services industry,in order to solve the main problems in the current development of the rural elderly care industry.
