| High-quality development is a new phrase put forward in the report to the 19 th National Congress of the Communist Party of China.It also points out the strategic direction for the development of the Guangdong-Hong Kong-Macao Greater Bay Area.In February 2019,the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area established the basic principle of "Innovation-driven and Green Development",and committed to building a quality Bay Area suitable for living,business and travel.Therefore,green innovation has become an important issue in the construction of the Greater Bay Area.Knowledge-and talent-intensive high-tech enterprises are important carriers of green innovation activities.The establishment of an effective evaluation index system for their green innovation capability will help enterprises to enhance their green innovation capability and gradually form their green competitive advantages.It is of great practical significance for the realization of high-quality green development in the Greater Bay Area.Through sorting out and commenting on relevant researches on green innovation capability,this paper finds that previous scholars mostly focused on green innovation of industrial enterprises and regional high-quality development,while few studies considered the unexpected output of high-tech enterprises.In addition,the evaluation index system of enterprise green innovation capability is mostly constructed from the perspective of input and output,but lacks the evaluation from the perspective of system.Therefore,based on the relevant theories of green innovation capability,this paper analyzes the current situation of high-tech enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area,the existing problems of green innovation capability and its formation mechanism.Using DPSIR-TOPSIS evaluation model as a tool,combined with the reality of high-tech enterprises,The green innovation capability evaluation index system of high-tech enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area is constructed from five dimensions: driving force subsystem,pressure subsystem,state subsystem,influence subsystem and response subsystem.Based on the disadvantages of single weighting method,this paper uses the combination of subjective and objective weighting method to assign the index weight,and uses the evaluation model to quantitatively evaluate the green innovation ability of high-tech enterprises from longitudinal time dimension and transverse space dimension respectively.In order to further evaluate the coordinated development of green innovation in high-tech enterprises in the Greater Bay Area,Moran Index,nuclear density analysis and spatial econometric model were used to conduct a quantitative exploration of their spatio-temporal evolution characteristics and influencing factors.In view of the existing problems in green innovation capability of high-tech enterprises and their formation mechanism,the scientific calculation results of the standard evaluation index system and DPSIR-TOPSIS evaluation model are presented,and the countermeasures and suggestions are put forward to improve the green innovation capability of high-tech enterprises in the Greater Bay Area from three aspects: the improvement of state subsystem,the improvement of driving force subsystem,and the promotion of the integrated development of Guangdong-Hong Kong-Macao Greater Bay Area. |
