Clarifying the effects and mechanisms of the pilot policy on innovative industry clusters is of great significance in shaping the Chinese modern innovation landscape,and is one of the criteria for testing the effectiveness of the pilot policy on innovative industry clusters.At present,whether the effect of the pilot policy on innovative industry clusters on the regional innovation level is sustainable and whether it meets the requirements of coordinated regional development and high-quality development is the core debate of the innovative industry cluster policy construction project.Using panel data of 282 prefecture-level cities in China from 2006 to 2020,this essay systematically evaluates the static impact effect study,dynamic impact effect and mechanism of action of pilot policies of innovative industry clusters on regional innovation level using the asymptotic double difference method to answer these debates.The study finds that the pilot policy on innovative industry clusters significantly improves regional innovation levels,with the effect on the quantitative level of regional innovation becoming stronger with the accumulation of implementation time,while the effect on the qualitative level of regional innovation lasts for five years;the pilot policy on innovative industry clusters promotes regional innovation levels through spatial spillover effects and is in line with the requirement of coordinated regional development,not only significantly improving the level of regional innovation in the vicinity of the pilot policy,but also improving the quality of regional innovation.The pilot policy of innovative industry clusters promotes regional innovation level through spatial spillover effect and is in line with the requirement of coordinated regional development,which not only significantly improves the regional innovation quantity level of cities within 100-150 km and the regional innovation quality level of cities within 100-200 km,but also has no negative siphoning effect on the regional innovation level of cities within 50 km.The heterogeneity test finds that the effect of the pilot policy is more significant in cities with non-resource endowments than in cities with resource endowments;the effect of the pilot policy is more significant in cities with general-level systems than in cities with high-level systems,which is conducive to narrowing the gap between regional innovation levels.
