Study On Differences Of Regional Industrial Structure In Xinjiang

Since China’s Western Development Program starting, In the background of China’ssustained, healthy, rapid development, Xinjiang is also showing a good momentum ofdevelopment. In order to implement the cooperation with the China’s Western DevelopmentProgram, the government of the autonomous region has been taken to encourage unbalancedindustrial policy to give priority to the development of economic belt on the northern slope ofTianshan mountains, there is a bigger gap between the South and North Xinjiang on the level ofeconomic development, the people’s income, living standard, the infrastructure construction level.In recent years, the difference of regional economy of Xinjiang has exceeded the warning level,Matthew effect of Xinjiang regional economic development began to appear. Regional economicdisparity widening will hinder the coordinated development of Xinjiang’s economy, at the sametime, pose a threat to the stability of Xinjiang and the whole country. After the Xinjiang forumXinjiang is faced with great development opportunity, the central macroeconomic policy support,19economically developed provinces to Xinjiang, and meet a new round of national industry transfer.Every city needs to combine the actual development of different industrial policy, and needsdifferent adjustment of the industrial structure. Therefore, it is necessary to take a comprehensive,in-depth study of Xinjiang industrial structure differences, and a summary of each of the regionalindustrial structure characteristics.The regional gap is an important factor leading to national instability. In the regional economicgrowth, structural factor is an important source of growth, the difference in the industrial structureleads to the difference of regional economic growth and quality. The paper is based on this basicunderstanding, first explored the formation conditions and characteristics of their industry structureof southern and Northern Xinjiang; followed by the use of some indicators and analysis methods ofspatial econometrics analysis of the evolution of the north and South Xinjiang industrial structure;Thirdly, from the conversion speed and direction, conversion ability and efficiency analysis ofindustrial structure transition between southern and Northern Xinjiang. Finally, some proposes topromote industrial structure adjustment policy coordination development of the southern andNorthern Xinjiang.Through the analysis, the paper draws the following conclusion:(1) The southern andNorthern Xinjiang have distinct characteristics of industrial structure. Agriculture in southern areahas a strong momentum of development; the second industry showing a characteristic of "Southern Xinjiang construction industry,northern Xinjiang industry"; The northern Xinjiang ‘s thirdindustry has a higher quality development, there is a certain degree of "virtual height" in SouthernXinjiang.(2) The region industrial structure evolution under the influence of different conditions,showing the evolution and characteristics; Xinjiang industrial structure has a strong spatial correlation, Xinjiang development must proceed to a regional perspective, consider the overallregional development.(3) From the perspective of industrial structure convertion, the Xinjiangindustrial structure convertion ability exists obvious "North South High low" characteristics. Interms of industrial structure conversion rate, the northern Xinjiang has more average speed, eachregion has the economic basis of the corresponding economic belt on the northern slope of theTianshan Mountains, the adjustment of industrial structure "structural-bonus" is more obvious; insouthern Xinjiang (except Bayinguoleng Mongolia autonomous prefecture) while keeping up theindustrial structure conversion rate higher, but this high-speed lack of relevant economic basis, sodid not bring about a corresponding rapid economic development, strengthen the economicfoundation, improve industrial structure transformation ability should be the main target of thepresent industrial structure adjustment.
