System Analysis Of Regional Industrial Cluster Policy

With the development of economic globalization, the regional industrial clustersshowing a strong competitive advantage and vitality, that is one of the most remarkableeconomic phenomena can be observed in the world. The paper starts from the policyanalysis of industrial, the analysis method is system analysis combined with the flowchart model, in order to compensate for the inadequacies of our cluster policy analysis.Firstly, under the study of the industrial cluster policy concept, the characteristicsand design, as well as comparison with foreign mature industrial cluster policy, thepaper summed up the situation of cluster policy would plays different roles at differentstages in process of the cluster development. Secondly, followed by application ofsystems analysis for the industrial cluster, the paper summed up the important factor inthe development process of China industrial clusters, they are the building of industrialparks, reserves of human resources and the level of development of regionalinfrastructure, etc. According to the regional industry cluster characteristics, as well asthe complexity and multilevel nature of the equipment manufacturing industry cluster,these characteristics are very suitable for the application of systems analysis methods.Thirdly, we selected the equipment manufacturing industry in Shaanxi Province to makea empirical analysis. After the analysis, we can be found that the policy of cluster Park,establishment of capacity building, and the capacity of core enterprise does not perfect.The flowchart model stressed that if the cluster policy is not effective, we should findthe appropriate policy makers to solve the problem as soon as possible. At last, according to the above analysis results, the paper presents the following policyrecommendations for the equipment manufacturing industry cluster policy in ShaanxiProvince: the overall development planning policies for industrial clusters, the clusterpolicy of the early stages of industrial cluster, the cluster policy of the innovation stageof industrial cluster.
