Start-ups face serious value chain constraints due to their infantile weakness at birth. To help start-ups grow, the central government has launched an innovation and entrepreneurship incubator,Creator Space. With the help of co-working spaces,start-ups have stimulated the vitality of innovation and entrepreneurship for a certain period of time, but due to the problems of single serviceization and low added value of co-working spaces, the occupancy rate of new start-ups is uneven, and the phenomenon of low survival rate of new start-ups still fails to solve the phenomenon.Symbiosis is the fundamental driving force for the development of start-ups and co-working spaces, but the two are not simple cooperative relationships, and the behavior of stakeholders and the change of development stage will affect the evolution of symbiosis. In view of this, this paper constructs a research framework on the symbiotic mechanism of co-working spaces and start-ups from the perspective of value chain, and explores the formation of symbiotic relationships between co-working spaces and start-ups and the evolution of symbiotic behaviors under the influence of value chain synergies.Firstly, this study sorted out the relevant research results of Makerspaces and new ventures.Under the guidance of value chain theory, symbiosis theory and stakeholder theory, this study carried out a study on the symbiosis mechanism of makerspaces and new ventures.Secondly,by defining the relevant subjects of the value chain collaborative symbiosis, the grounded theory is used to identify the motivations, goals and behaviors of multi-subjects in the value chain to participate in the symbiosis, and correlation analysis is carried out,so as to study the formation of the symbiosis between the mass maker space and new ventures. Then, the behavioral conflict among the multi-agents in the value chain is analyzed, and the game evolution of the multi-agent symbiosis is studied by using the evolutionary game theory, and the influence of the multi-agent synergistic factors on the balance of symbiosis relationship is explored. Finally, through the case of Enlightening Star, the science and rationality of the research are verified, and targeted suggestions are put forward for the symbiotic development of maker space and new start-ups.This study concludes the following:(1)The government is the relevant subject of the value chain of new start-ups,and the government plays an extremely important external driving role in the formation stage of synergy between co-working spaces and start-ups.The formation of a symbiotic relationship between the two also depends on the internal interaction factors composed of resource acquisition and risk aversion.(2)The evolution of symbiotic relationship is affected by the initial willingness of multiple players in the value chain, the proportion of value chain synergistic benefit distribution and the strength of value chain collaborative supervision. The government can restrain the non-performance behavior of co-working spaces and start-ups,and a reasonable symbiotic income distribution coefficient can enable the symbiotic and benign development of co-working spaces and start-ups.(3)The symbiotic process of co-working space and start-up enterprises is a process of value input-value transformation-value output, and the symbiotic mode is then transformed from parasitic symbiosis to partial symbiosis and then to reciprocal symbiosis, and through the analysis of the relevant elements of symbiotic formation mechanism and evolution path,so as to improve the service quality of co-working space and the survival rate of new start-ups,and finally realize the sustainable development of the entrepreneurial ecosystem.
