Research On The Evaluation Of The Development Level Of Rural Digital Economy

Digital countryside is an important part of the construction of digital China,and rural digital economy is the core content of the construction of digital countryside.Objective evaluation of the development level of rural digital economy is helpful to clarify the development advantages and disadvantages of each region.Based on the above background,this paper selects the provincial panel data from 2013 to 2020 to construct an evaluation system from four dimensions: digital economic environment,digital infrastructure,agricultural digital transformation,and digital improvement of life.By using entropy method,Dagum Gini coefficient,Kernel density estimation method and Moran′s I index,the development level,regional differences,spatio-temporal evolution and other characteristics of China′s rural digital economy are comprehensively evaluated.The main conclusions are as follows:(1)During the study period,the development level of rural digital economy in China is generally low,but the development momentum is particularly strong,and there is significant regional heterogeneity.Specifically,the spatial distribution pattern is high in the east and low in the west,and the "catch-up effect" is significant in the western region.(2)The spatial distribution pattern of the four regions was "East>Northeast>Central >West".The development level of the comprehensive economic zone in the east coast,the north coast,the south coast,the northeast,the middle Yellow River,the middle Yangtze River,the Great Southwest and the Great Northwest decreased successively;In the three functional areas of grain,the development trend is "main selling area>main producing area>balanced production and marketing area".(3)Focusing on subsystems,digital economic environment scored the highest,with digitalization of life in second place,digitalization of infrastructure in third place,and digitalization of agriculture in urgent need of strengthening.(4)The relative difference of the development level of rural digital economy in China shows a trend of fluctuation and decline,and the regional difference is the main source of the overall difference.The intra-regional differences from high to low are eastern,western,central and northeast regions.(5)The absolute difference of the development level of rural digital economy in China is expanding.Among them,there is a "polarization phenomenon" in the country and the eastern region.There is a clear and stable spatial positive correlation between regions.The eastern provinces mainly fall in the "high-high" agglomeration area,while the central,western and northeastern provinces mostly fall in the "low-low" agglomeration area.Finally,in view of the above research conclusions,this paper puts forward policy suggestions from six aspects: elevating the level to a "new height",narrowing the gap to "promote coordination",making precise efforts to "strengthen the weak board",making iron projects should be "hard","holding innovation",and "strengthening talents" as support.
