Research On Optimization Of Land Use Planning Management System From The Perspective Of High-Quality Development

Land use plan management is one of the main means of the state to regulate land use and cultivated land protection.It is an important starting point for the state to carry out land administration and management.It has a special and important position in the national land macro-control and land space use control system.The report of the 19 th National Congress of the Communist Party of China made it clear that "socialism with Chinese characteristics has entered a new era." my country’s economy has shifted from a stage of rapid growth to a stage of high-quality growth,and China’s development has a new historical positioning.Facing a series of new situations and new requirements,such as economic development entering a new normal and supply-side structural reforms,ecological civilization construction included in the“five-in-one” overall layout,natural resource management system and land and space planning governance system reforms,etc.,March 2020 On the 20 th,the "Land Use Annual Plan Management Measures"(2016 Ministry of Land and Resources Order No.66)was repealed,but the land use plan management did not withdraw from history,but entered an important period of reform and adjustment,and land use plan management started a new era.The reform and adjustment stage of the country.On June 2,2020,the Ministry of Natural Resources issued the "Notice on the Management of Land Use Plans in 2020",which clarified the direction and requirements for the reform of land use plan management under the new situation.Entering a new era of high-quality economic and social development,under the background of a new development pattern with the domestic big cycle as the main body and the mutual promotion of the domestic and international double cycles,the optimization and adjustment of the land use plan management system is to adapt to high-quality development and ecological development.The inevitable trend and historical choice of civilization construction.How the land use plan management can transform the non-agriculturalization of agricultural land from the rapid growth and development inertia,promote the rapid development of the country’s social economy to high-quality development,and accelerate the allocation of land elements to meet the needs of high-quality development is the focus of the optimization and improvement of the current system.This article first reviews the development process of land use plan management.With the continuous changes of land demand and the contradiction between man and land,the plan management system has gone through five stages of establishment,starting,development,improvement and transformation.The "Management Measures for the Annual Land Use Plan" has undergone three revisions,and has gradually formed a differentiated plan index decomposition,informationized index issuance,monitoring and evaluation,and systematic land use plan execution result assessment.Secondly,analyze the reform needs and urgent problems under the current land use planning management system from the perspective of high-quality development.There are mainly problems such as insufficient flexibility of planning indicators,limited rationality of decision makers and information asymmetry,discrepancy between indicator decomposition and actual demand,and ratchet effects..On the basis of combing the relevant literature system,using the logical analysis method to study the impact path of land use plan management on high-quality development,and analyze how the plan management includes the four aspects of land intensive management,land supply management,land social security and land administrative law enforcement.This aspect affects the quality of economic development.In order to better verify the macro-control role of land use plan management,and to allocate land resources scientifically and reasonably,the article constructs a comprehensive evaluation index system for land use plans to manage land use plans in 31 provinces(cities,districts)in China from 2010 to 2017.The implementation effect was evaluated,and the regional technical efficiency was introduced to measure the quality of economic development.On this basis,the correlation between the two was tested.The result found that: at the national level,the correlation coefficient between technical efficiency and land use plan management evaluation index is 0.284.Significant at the 1%level,which shows that there is a significant positive correlation between the quality of economic development and plan management.In terms of different regions,the correlation coefficient between technical efficiency and land use plan management index in the eastern region is 0.409,which is significant at the 1% level,indicating that the quality of economic development in the eastern region is significantly positively correlated with plan management;while the technical efficiency in the central region is The correlation coefficient value between the land use plan management index is-0.007,which is close to 0,and the p value is0.955>0.05,and the correlation coefficient value between the technical efficiency of the western region and the land use plan management index is-0.037,which is close to 0,And the p value is 0.720>0.05.Statistics show that land use planning management has not had a significant impact on the quality of economic development in the central and western regions.On this basis,combined with the theoretical analysis of the influence path,the research conclusions are drawn.Through theoretical path analysis and empirical investigation and research on the impact of land use plan management on high-quality development,it is found that in the eastern region,the implementation of land use plan management has a significant effect on promoting high-quality development,while in the central and western regions,this effect is still Not significant,it needs to be improved through continuous improvement of land use plan management methods to enhance the role of plan management in promoting high-quality development.Specifically: 1)Through the macro-control of land use plan management,improve the level of land conservation and use to optimize the spatial pattern of the country.At the same time,an appropriate incentive mechanism for planned indicators has forced local governments to redevelopment of low-efficiency land and further promote land conservation and intensive use.2)With the continuous expansion of decision-making space given to local governments by planning management,the increase and decrease of urban and rural construction land shall be coordinated to dynamically determine the amount of land supply.Various land use projects strictly implement national standards,achieve strict control,and optimize supply management.3)Plan management has been paying attention to the land for housing security,promoting the formation of a low-rent housing system,enhancing the happiness of the people,and ensuring the stable development of society.Strengthen the protection of arable land,especially basic farmland,to ensure food security.At the same time,a market mechanism is introduced to promote the linkage between the increase and decrease of urban and rural construction land,so as to alleviate the outstanding problem of unbalanced and insufficient development.4)Through the effective implementation of the evaluation and supervision of planned management,the rate of filing and closing land illegal cases has been significantly increased,and the incidence of land illegal cases has been effectively reduced through land supervision and other methods.Strictly punish illegal activities on land,increase the cost of illegal land,and optimize the structure and layout of urban and rural construction land.Based on the above research findings,combined with field investigations on innovative practices of land use plan management in Guangdong and Sichuan provinces,we propose optimization and improvement suggestions for land use plan management methods from the perspective of high-quality development: 1)Plan management content and indicator allocation It is necessary to clarify the relationship between the central and local governments,delegate powers to local governments,further straighten out the relationship between the central and local governments,give more space to local governments,and mobilize the enthusiasm of local governments;change incremental budget management to total dynamic control,and enhance the flexibility of land use plan management,To promote the balanced development of urban and rural areas.2)In terms of index decomposition and distribution,a three-year rolling plan implementation mechanism for urban and rural unified market construction land should be established and improved,and the central government should set the bottom line in the management of land use plans.Local governments should focus on high-quality development and high-efficiency land allocation methods;establish a national The cross-regional trading mechanism of construction land and supplementary arable land indicators is used as a supplement to the total control of the national plan through the market method.3)In terms of the supervision and evaluation system,it is necessary to improve the implementation and guarantee system of the "three quantities" supervision and evaluation index system based on the execution increment,total volume,and flow of land use plan,and the implementation and guarantee system of plan evaluation supervision and evaluation,combined with the new arrangement of the unified land and space use control system,and serve New needs for the rational and effective flow of land resource elements.4)In terms of management incentive mechanism,explore the institutionalization of positive incentives,emphasize the normalization of negative incentives,and improve the implementation and guarantee system of the land use plan management incentive mechanism.
