Coordinating The Development Of Economy And Society From Perspective Of Resource Allocation:Policy Performance, Simulation And Policy Optimization

The coordinated development of economy and society is a common problem for all the countries in the world, also is an ideal state for the human, which following the "...coordination→uncoordinated→cordination..."development path, and in the process gradually highlights the human’s subject status, promotes the development and progress of the society as a whole. After more than 30 years reform and opening up policy, China’s economic aggregate ranked second in the world, per capita GDP exceeded $6,000, towards the ranks of middle income countries. However, total economic output and per capital level conceals the imbalances developing and unfair income distribution problem. For the typical social domains development of education, employment, social security, health care, housing failed to realize synchronous with economic growth, social development is lagging behind the economic development.Based on the assumption that China’s economic and social development current is not coordinated, we take the resources allocation mechanism as a breakthrough point which determines the developing level of economy and society. According to the related subjects share result changes in initial distribution and redistribution of national income, back to the external performance of uncoordinated development of economy and society since reform and opening up policy, and explain the inherent mechanism for coordinated development of economy and society. Public policy as a starting point that is regulate the allocation of resources and realization mechanism to promote the coordinated development of economy and society, and use questionnaire survey, expert consultation, case studies, descriptive statistics, regression analysis, variance analysis and system dynamic simulation and other data collection and analysis methods. First, resources allocation mechanism is the core variables affecting the coordinated development of economy and society. The level of resource allocation determine the state of economic and social development, the rule of efficiency and fairness is its inherent norms, economic and social policy supplied and regulation are the external performance, and the development of philosophy always throughout the process. The three dimension resources allocation subjects of Market-Government-Society how to reasonable, effective and fair allocation of resources to economy and society development, which always are the difficulty problems since the rise of capitalist. Our country also facing such problems since 1980s, without properly handle these problems led to China’s economic growth at the same time, social development is lagging behind, highlighting the problem of non-coordination between economic growth and social development. Resource allocation theory as the core, the development-oriented social policy theory, middle-income trap theory can well explain the process of economic and social development issues coordinated or not.Second, affected by the principle of fairness oriented→efficiency priority→return to fairness formed the policy evolution for the coordinated development of economy and society. With economic growth and social development resources as a starting point, the resource adjustment mechanism of public policy and its supply level are the performance of fairness and efficiency. Due to in our country, the social development always lagged behind economic development, so the refining the policy evolution from the perspective of social policy. In the periods of pre-reform and opening up, since reform and opening up to the 16th CCP national congress and 2003 to now, the supplied of social policy in China can be divided into equalitarianism, vacancy, marketization and institutionalization four types. Formed the policy supplied track manifested by the non-coordination, efficiency, market-oriented to coordination, fairness, institutionalization changes evolution characteristics.Third, based on the history-now-to the future three-dimensional perspective, found that subjective and objective policy performance evaluation overall level is lower, and simulation highlights increasing investment in social development. The formulation and implementation of public policy is based on solving social problems with resources supports, and to what extent the social problem had solved reflect the policy performance. Likert 7 point scale showing that each policy mean score below 4.5 points, the highest for the compulsory education policy(4.4959), the lowest for income distribution policy(2.1045), overall policy performance evaluation is relatively low,65.8% of respondents believe that the current economic and social development is still in the uncoordinated situation. Exploratory factor analysis found that the allocation of resources, system, idea of development, the policy level and public service ability can explain 68.374% variation of total variance for the economic and social development policy performance in China.Based on system dynamics theory and Vensim_PLE software, build the SD model of China’s economic and social coordinated development, set the variable equation and parameters, after model through test, simulated the system behavior of economic development, social development and environmental pollution from 2000 to 2010. From the population and employment, fixed assets investment, economic growth, environmental pollution governance simulated China’s economic and social development trend in 2011-2025, and according to the development goals by changing the table function policy variables, such as raise the proportion of financial education funds, narrowing the income gap between urban and rural areas, improving the level of wages and the resident’s consumption capacity, obtained a more rational system development state.The fourth, progressive social reform policy to solve the problem of coordinated development is worth learning. Western capitalist countries and Latin American countries also had the uncoordinated development of economy and society, but the results are different. In the process of industrialization and urbanization of western countries, adopt progressive social reform movement to solve the social development problems, through social legislation solve the problems one by one during economic growth process, so as to make the capitalist social order was stable, with a rapid pace of development and more equitable income distribution. On the other hand, Latin American countries in the pursuit of economic growth at the same time, the long-term neglect social development problems, caused serious imbalance in income distribution. With the process of economic growth, various social problems has not been solved, and ultimately makes the economic and social development into a vicious cycle, it is our warning.Lastly, in response to a strong policy demand as a starting point for the optimum path. Scientific and democratic public policy is the key to improve the policy performance, the current outstanding problems for public policy are disconnect and dislocation phenomenon between supply and demand in our country. From the perspective of promoting the coordinated development of economy and society, give a 18 items policy scale and survey, descriptive analysis and variance analysis found that overall policy demand strongly, but different age, education, occupation of respondents demand intensity difference in policy. This study suggests that economic and social coordinated development is a cover more content, involving a larger number of complex practical problems in the field. We should take the adjustment the resource allocation mechanism as the premise, and strengthen the supply of social policy as a breakthrough point, mainly from the idea of development value orientation, social legislation support, improve income distribution, construct social policy system and financial resource allocation aspects, puts forward the optimization path of economic and social coordinated development.And the innovation included select the view of resource allocation in the research topics, outlines the mechanism of economic and social coordinated development, take the economic policy and social policy as external regulation means, put forward to promote the realization path of the ideal synchronous development of economy and society; and using statistical data, questionnaire survey, system dynamic simulation to evaluation the policy performance of economic growth and social development, striving to put the economic and social coordinated development policy implementation performance, the synchronic effect and policy future choice together, support each other; lastly through policy demand survey and analysis of the strength public policy requirement, content, sequence and the differences of different group policy requirements, so as to improve the pertinence and profitability of policy formulation and implementation.The inadequacies of study, the one is research topic so broad and complexity, which lead to an in-depth theoretical analysis, and small amount of sample questionnaire survey cannot fully reflect the problems for the national level.
