Research On Problems And Countermeasures In Consolidating And Improving Poverty Alleviation Achievements Under The Background Of Rural Revitalization

The No.1 Document of the CPC Central Committee in 2022 defines two bottom-line tasks for rural revitalization,one of which is to prevent large-scale poverty reduction and consolidate and improve the achievements made in poverty alleviation.According to the report of the 12 th Party Congress of Shandong Province in May 2022,one of the key tasks to further build the Qilu model of rural revitalization is to effectively link the achievements of poverty alleviation and rural revitalization.From the central government to local governments,the consolidation of poverty alleviation achievements is guaranteed and supported by policies and institutions.In concrete practice,the consolidation and improvement of poverty alleviation achievements are in line with the rural revitalization and development strategy,which is of great significance to the construction of a new socialist countryside.By collecting data from local rural vitalization bureaus and relevant industry departments,and issuing questionnaires to township governments and natural villages,we obtained a large amount of data,and summarized specific measures,implementation significance,achievements,existing problems and countermeasures in consolidating and improving the achievements of poverty alleviation in rural vitalization.The city insists on the planning and arrangement of poverty alleviation and rural revitalization together,so that they can be better carried out and connected,which not only completes the task of poverty alleviation,but also provides a better development platform for consolidating and improving the achievements of poverty alleviation in rural revitalization,and promotes the development of "agriculture,rural areas and farmers".However,through a large number of data and field research,there are still some problems in consolidating and improving the achievements of poverty alleviation in rural vitalization.For example,the criteria for the inclusion of key monitoring households in each township are inconsistent;The exit criteria for poverty alleviation households or key monitoring households are not uniform;Industrial project investment is large but the path is single;The implementation of the subsidy policy is not flexible.Therefore,in order to smoothly promote the support and management of rural revitalization to consolidate and improve the achievements of poverty alleviation,we need to start from the following aspects: when formulating the key monitoring households’ inclusion and enjoying the policy of households’ withdrawal,give the townships a certain degree of autonomy,and improve the inclusion and withdrawal criteria system;We should establish diversified modes of support,and be rigorous and unrestrictive in institutional building,industrial channels,and finance.We will improve the rural vitalization system and introduce a third party to monitor and guide the whole process.Encourage and drive to help the target family independent initiative to increase income and wealth.In this study,the situation of the consolidation and improvement of poverty alleviation achievements in the rural revitalization of Laoling City,Dezhou City,Shandong Province will be taken as the research entry point,the current situation will be deeply analyzed,the development dilemma will be investigated and discussed under the guidance of the idea of common prosperity,and the existing problems in the consolidation and improvement of poverty alleviation achievements under the background of rural revitalization will be analyzed,and the countermeasures will be proposed.It innovatively proposed that funds for public welfare posts should be controlled within a certain range,and at the same time,supervision should be strengthened in a scientific way.At the same time,flexible work should be carried out under the premise of strengthening supervision to implement the assistance mode in which both the people who help and those who are helped jointly increase their income.At the same time,a new multi-level and multi-dimensional mechanism of inclusion and withdrawal should be established,and new policies should be implemented according to local conditions.We have solved the problem of lack of ideology and motivation among some officials.It will not only guide the link between rural revitalization and poverty alleviation in this region,but also provide reference for other regions to consolidate and improve the achievements of poverty alleviation and the monitoring of poverty reduction.
