Research On The Current Situation And Countermeasures Of Rural Financial Targeted Poverty Alleviation Under The Strategy Of Rural Revitalization

Poverty is a long-standing and common phenomenon in the development of human society.Throughout all stages of human historical development,the historical process of struggle between various countries,groups and poverty has never stopped.China is no exception.Targeted poverty alleviation is a distinctive feature of a new round of poverty alleviation and development in the context of the current implementation of the Rural Revitalization Strategy.It is a basic strategy for poverty-stricken areas in the new era to get rid of poverty and go on the road to prosperity.It is an important measure to accelerate the promotion of poverty alleviation level and high-quality poverty alleviation.In recent years,China has continuously issued a lot of relevant policy documents and deployed targeted poverty alleviation work,with a view to achieving the vision of eliminating poverty,improving the quality of life of the people,revitalizing China’s rural areas,and gradually realizing partial prosperity to common prosperity.This paper first summarizes the current research on the definition and theory of rural finance and targeted poverty alleviation,draws lessons from the experience of poverty alleviation and financial poverty alleviation at home and abroad,starts from the background of China’s Rural Revitalization Strategy,obtains relevant data by reading literature,querying statistical bulletin and Yearbook,analyzes the basic situation of poverty and the current situation of financial poverty alleviation in Aba Prefecture,etc The main measures,problems and causes of financial institutions involved in rural financial targeted poverty alleviation are analyzed theoretically and empirically.Then focus on the direction and focus of targeted poverty alleviation in rural finance,this paper selects five kinds of data of incidence of poverty,scale of rural financial development,loan efficiency,economic growth and income distribution of targeted poverty alleviation in Aba Prefecture from 2005 to 2018,and uses the analysis method combining PESTEL theoretical model,SPSS and OLS empirical model to analyze the work of targeted poverty alleviation in Aba Prefecture,and The impact of the scale of rural financial development,the efficiency of targeted poverty alleviation loans,economic growth and income distribution on the incidence of poverty was analyzed.The empirical results show that the scale of rural financial development,the efficiency of rural financial targeted poverty alleviation loans,economic growth and the incidence of poverty are negatively correlated,and the level of income distribution equity has no significant relationship with the incidence of poverty.On this basis,combined with the current situation of rural financial targeted poverty alleviation in Aba Prefecture,the paper puts forward four ways: to develop rural industry solidly,to increase the accuracy of rural financial targeted povertyalleviation;to create a good rural financial environment,to promote the implementation of Rural Revitalization Strategy;to increase policy inclination,to support the rural financial development in poor areas;to improve the level of rural financial services,to accurately help the Rural Revitalization The proposal of rural finance to help targeted poverty alleviation is expected to realize the vision of comprehensive rural revitalization,strong agriculture,rural beauty and rich farmers by 2050.
