The Dilemma And Countermeasures Of Rural Collective Economy Development In Wendeng District Of Weihai

The development of rural collective economy is related to the prosperity and stability of rural areas,and is also an important material basis for strengthening the cohesion of rural grass-roots units and achieving rural revitalization.Given that there is still a certain gap between the urban and rural economies in China,it is urgent to narrow the gap between urban and rural development,promote the economic development of rural areas,and develop and strengthen the rural collective economy.In addition,the No.1 central document of the Central Committee of the CPC in 2023 also clearly pointed out that the achievements of rural collective property rights system reform should be consolidated and improved,the operation mechanism with clear property rights,scientific governance structure,stable operation mode,and reasonable income distribution should be built,and diversified ways such as resource contracting,property leasing,intermediary services,and asset equity participation should be explored to develop the new rural collective economy,It points out the direction for the further development of China’s rural collective economy.Therefore,to further clarify the main problems existing in the development of rural collective economy in different regions and give corresponding solutions can promote the good development of rural collective economy,which is also an important issue that local governments urgently need to solve at present.Based on this,this paper combs,summarizes and summarizes relevant research literature at home and abroad,selects economies of scale theory,cooperative economy theory,industrial integration theory and property rights theory as the theoretical basis,and analyzes the basic measures of Wendeng District to promote the development of rural collective economy,the basic model of collective economy development and the development effect,laying a practical foundation for the later study.On this basis,this paper is no longer limited to previous qualitative analysis,but starts from a quantitative perspective,and further constructs a comprehensive evaluation index system based on the AHP-FCE method by selecting three indicators,namely,economic level effect,social and cultural efficiency,and mechanism guarantee ability,as the criterion level indicators,and11 indicators,including farmers’ income increase ability,and professional talent training mechanism,as the indicator level indicators.The study finds that the overall development effect of the rural collective economy in Wendeng District is at the "average" level,The three indicators of economic level effect,social and cultural efficiency and mechanism guarantee capacity are also at the "average" level.Finally,based on the evaluation results,from the three levels of economic level effect,socia and cultural efficiency and mechanism guarantee ability,found the current problems in the process of good and sustainable development of the rural collective economy in Wendeng District,help it break through the existing development difficulties,and further puts forward corresponding countermeasures and suggestions.
